JBLM Task Order Manager

Northrop Grumman Technology Services seeks a full-time, on-site, dedicated Task Order Manager (TOM) for the Joint Base Lewis-McCord (JBLM) Mission Training Complex (MTC). This leader will be vested with the corporate decision-making authority to effectively and rapidly respond to requirements. The TOM shall be the principal point of contact with the Contracting Officer (KO) or Contracting Officer Representative (COR) for all technical requirements and the supervision of employees assigned to this task order (TO). This leader will be required to take all actions necessary to ensure TO compliance and proper performance of all work assigned, and authority for managing personnel, and acquisition of additional or replacement personnel as needed.

As a Program Manager, this leader will direct all phases of the program from inception through completion;

Will be responsible for the cost, schedule and technical performance of the task order; participate in the negotiation of contract and contract changes

Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance

Establish milestones and monitors adherence to master plans and schedules

Identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications

Directs the work of employees assigned to the program from technical, performance and administrative areas.

Basic Qualifications:• Master's Degree in Management, Business Administration, Computer Science, Mathematics, or related discipline with five years of experience in the management of projects or programs of similar size, scope and complexity or a Bachelor's Degree in Management, Business Administration, Computer Science, Mathematics, or related discipline with eight years of experience in the management of projects or programs of similar size, scope and complexity.

  • Ten years of experience in support project/study management with no less than eight of those ten years as upper level management.
  • Two years of experience in managing an office executing a variety of contracts covering multiple functional areas.
  • Recent MC training at Battalion level or higher
  • Full understanding of the Army Mission Command Training Support Program (MCTSP)
  • Active Secret Clearance
  • Completed Command and General Staff College, Intermediate Level Education (ILE) or equivalent level military schooling

Preferred Qualifications:

  • Served as a battalion or brigade commander.
  • Recent Stryker-Based BCT Experience
  • Recent JBLM Experience
  • Senior Service College (SSC)
  • In-depth knowledge of virtual training simulators; and constructive simulations and gaming experience.
  • Active Top Secret Clearance.
