Information Systems Project Manager 5

Northrop Grumman Technology Services sector is seeking an Information System Project Manager 5 to join our high performance team supporting the Department of State customer in Springfield, VA.

Roles and Responsibilities:
Leads and directs one or more project teams engaged in the design, implementation and modification of IT projects that span across functional organizations within the Information Resource Management (IRM) Bureau at Department of State
Prepares project execution plan and identifies appropriate technical and business resources needed to ensure success of the engineering, deployment and operations teams
Ensures projects follow the MSPIT process (where applicable) and are completed on schedule, within budget and meet technical requirements of system owner and major stakeholders
Keeps current on advances in the field of IT capabilities within the DOS enterprise
Provides technical and analytical guidance to project team throughout project lifecycle

Basic Qualifications:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor's degree in a related field and 14 years experience. An additional 4 years of experience may be substituted in lieu of degree.
Progressive Information Technology (IT) or Information Systems (IS) experience
Two or moreyears Department of State experience performing project management and/or leadership roles in support of DOS enterprise services/systems, and/or domestic/foreign post infrastructure
Experience with enterprise scale Wide Area Networks (WANs) and Local Area Networks (LANs)
Experience leading technical teams managing systems/networks on enterprises with up to 5,000 endpoints
Experience managing personnel responsible for implementing Diplomatic Security Guides against a wide variety of systems and network devices on unclassified and classified environments
Experience supporting systems that follow the Risk Management Framework (RMF) for Accreditation and Authorization (A&A)
Experience working with Foreign Service Officers and Government Leadership personnel
Must have a current Top Secret Clearance

Preferred Qualifications:
Candidates with these desired skills will be given preferential consideration:
5-10+ years Department of State (DOS) on-site customer experience (domestic and/or overseas)
Experience with DOS MSP-IT (Managing State Projects IT) concept
Experience leading technical teams managing systems/networks on enterprises with 20,000+ endpoints
Expert knowledge of DOS Domestic and Foreign Post system/network architecture and operations
Experience supporting environments with IT Infrastructure Library (ITIL) based processes
Experience with cloud-based services (SaaS and IaaS) used by Government customers
Experience with the DOS Foreign Affairs Manual (FAM) and Foreign Affairs Handbook
Knowledge of DOS Security procedures including DS Security Guides and IRM change management (iCAB)
Industry standard training and/or certifications; DOS specific training and/or certifications
