Financial/Cost Control Analyst 3/4

Start your future with a new mission! Northrop Grumman Mission Systems sector is seeking Budget Analyst 3/4.

The preferred location position is Linthicum, MD. Teleworking from any other Northrop location may also be considered at manager discretion.

Roles and responsibilities include, but are not limited to, the following:

  • Perform analyses and prepares reports in order to ensure that NCTA projects are within the approved allocations.
  • Prepare budgets and time phased expenditure plans for NCTA projects and performs and/or assist in financial analyses.
  • Ensure adequate funding availability by maintaining master allocation file and NCTA expenditure reports, directing preparation of expenditure projections, and supporting submittal of timely requests for additional NCTA funding.
  • Provide weekly NCTA reports for all NCTA projects and incorporate NCTA allocation changes into SAP (WBSs, Budgets).
  • Set up cost control system, monitors and controls costs on NCTA projects.
  • Perform NCTA financial analyses for both ES&T and Sector reporting.
  • Interface with program and functional management to provide financial support and analysis to meet NCTA requirements.
  • Participate in knowledge transfer and best practices sharing with peers.
  • Create and provide the following to program management teams:
    • Work Breakdown Structures (WBS)
    • NCTA baseline plans
    • Weekly Visibility reports
    • Estimates To Complete (ETC) and Estimates At Completion (EAC).

The ideal candidate will be a proven team player with strong communication skills.


This position may be filled at either a Level 3 or a Level 4:

Basic Qualifications for a Level 3:
Bachelor™s degree in Finance, Economics, Accounting, Business Administration or related field with 6 years of related professional experience or a Master's degree as described above with 4 years of related professional experience.

Basic Qualifications for a Level 4:
Bachelor™s degree in Finance, Economics, Accounting, Business Administration or related field with 10 years of related professional experience or a Master's degree as described above with 8 years of related professional experience.

Additional Basic Qualifications required for both levels:
  • Financial analysis experience within the Defense Industry
  • Demonstrated ability to prepare and analyze data and figures
  • Strong PC skills required with high level Excel skills, specifically the ability to insert pivot tables, Vlookup, and conditional formatting, etc.)
  • Experience preparing and presenting financial analysis to executive level management.
  • Prior program cost control experience
  • The willingness and ability to travel domestically 10% of the time.
  • The ability to obtain and maintain a US Secret level security required. US citizenship is a prerequisite
