Financial/Cost Control Analyst 3

Northrop Grumman Mission Systems SISRD isseeking a Financial/Cost Control Analyst 3 to support the Sustainment and Modification of Radar Sensors (SMORS) program in June 2018. This position is located in Colorado Springs, CO.
SMORS is a single-award IDIQ vehicle being let by the Air Force Life Cycle Management Center (AFLCMC). This will be a seven-year contract, with a ceiling of $900M. The task orders to be put on this vehicle will serve to provide sustainment and modification services for the Missile Warning/Missile Defense (MW/MD) radar sensors.
The selected candidate must have the ability to work in a team environment with both the program technical staff and the functional organizations supporting the program and work with multiple teams supporting the contract from different geographic locations.
Essential Functions and Responsibilities include, but not limited to :

  • Be versed in the operation of all EVMS processes/procedures and generate baseline and contract performance report (CPR) data for a complex program.
  • Set up the cost control system, and monitor and control costs on the contract
  • Help to create and provide the following to program management teams:
    • Work Breakdown Structures (WBS)
    • Program base-lines
    • Risk and opportunities assessment
    • Visibility reports
    • Performance measurement (Earned Value Management-EVM) reports
    • Variance analyses
    • Estimates to Complete (ETC) and Estimates at Completion (EAC).
  • Perform analyses and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
  • Prepare budgets for contract work and perform or assist in financial analyses such as funding profiles, sales outlook, and variance analysis
  • Prepare program plans to ensure program requirements and statement of work are captured and scheduled
  • Responsible for ensuring adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
  • Incorporate contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
  • Evaluates assigned work packages for inconsistencies and trends

Basic Qualifications:

  • Bachelor™s degree in business management, accounting, finance, or related field with at least6 years' of related experience or A Master's degree with 4 years of related experience.
  • Proficiency in MS Office Suite - demonstrated knowledge of Excel skills, PowerPoint and working knowledge of Microsoft Word
  • Experience with Earned Value.
  • The ability to obtain and maintain a US Secret level security clearance is required. US Citizenship is a prerequisite.

Preferred Qualifications:
  • Knowledge of or experience with the following:
    • Cobra or MPM or similar systems
    • SAP
    • Business Warehouse
    • COGNOS
  • Advanced skill in MS Office Suite - specifically Excel skills (including the ability to insert pivot tables, Vlookup, and conditional formatting, etc.)
  • Knowledge of MS Estimating System requirements, tools and ability to assist in proposal support
