Enterprise Services Program Manager 3 - El Segundo

Northrop Grumman is seeking an Enterprise Services Program Manager (ESPM) in support of NGAS Space Systems Division (SSD) programs in the El Segundo, CA area. The ESPM leads all aspects of implementing innovative information technology (IT) solutions that deliver value and enable SSD strategic business initiatives. This includes leading all IT strategic planning and implementations, as well as day-to-day IT activity across SSD programs. In addition, the ESPM, in coordination with Enterprise Services service lines, is accountable for the delivery of all services that ES provides, including Service Center Operations, Information Security and Security.

As an integral member of the NGAS Space Systems Division (SSD) Leadership and Program Integration team, the Enterprise Services Program Manager (ESPM) is the focal point and ambassador for the ES organization and all services that ES provides. The ESPM works closely with other Functions and Shared Services teams, including Facilities, Physical Security, InfoSec/Cyber Security, Infrastructure Services, IT Operations and Application services, to securely deploy, maintain and optimize IT services that enable SSD classified and unclassified operations. The ESPM also leads the important roles of IT governance (chairing infrastructure design reviews and change boards), Cost Account Management (financial budgeting and performance management), Business Continuity Planning (developing and testing Information Systems Continuity Plans), Proposal Development (IT solutions design and pricing for new IT statements of work), and Crisis Management planning and incident recovery.


Basic Qualifications:

  • PhD and 9 years of IT experience; OR a Master's and 12 years of IT experience; OR a Bachelor's Degree and 14 years of IT experience is required
  • Must have at least3 years of experience as a Project Manager with knowledge in cost, budgets, and schedules
  • Must have a minimum of 5 years of experience using the following MS Office Suite tools: Word, Project, PowerPoint, Outlook, and Excel
  • Experience providing strategic direction regarding IT products, processes, applications, and/or technologies is required
  • Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations
  • Experience in briefing and interfacing with executive leadership (i.e., Sector President, Division Vice Presidents andDirectors) is required
  • Candidates must have a current DOD Secret clearancewith an original adjudication date, or a period reinvestigation, completed within the last 6 years tobe considered
  • Must have the ability to obtain and maintainspecial program access, as well as a DOD Top Secret level clearance, as a condition of continued employment

Preferred Qualifications:

  • Bachelor's degree in engineering, or technical management; OR a Master's Degree in Engineering Management, Information Systems, Systems Engineering, or Network Engineering is preferred
  • Familiarity with Northrop Grumman space business, space government customers, and space program disciplines highly desirable
  • Broad background in IT Infrastructure, business applications, and operations
  • Ability to perform risk & opportunity analysis, and prepare detail cost and technical proposals
  • Earned Value Management Systems (EVMS) knowledge, skills, and experience would be nice to have
  • Customer-focused with proven leadership and excellent communication skills and with ability to drive cross functional teams to action when working in a matrix organization
  • Self-starter who works quickly and effectively, can get up to speed with program processes quickly and enjoys a fast paced, dynamic environment
  • Entrepreneurial spirit, and ability to challenge the status quo while providing innovative solutions to complex IT requirements
  • Current TS/SCI clearance is desirable
