The San Diego Autonomous Design Center of Excellence (AD COE), Electronics and Payloads directorate is seeking at Department Manager to join its growing and changing team!

The AD COE Electronics and Payloads directorate is a rapidly growing organization within NGAS, responsible for delivering innovative and effective ground and airborne mission subsystem and UAS control solutions for our system operators' current and emerging missions by utilizing industry leading processes and tools.

From the legacy Global Hawk to new platforms, NGAS systems are used by US and International customers in operations all around the worldevery day. Our team of Engineers and Technicians are continually expanding mission capabilities by developing and delivering products such as: avionics and airborne payloads, UAS ground stations, and integrated and deployed networks with advanced digital secure communications.

The Department Manager (DM) will report to the Director and will drive daily operational tasks for the directorate, implementing and maintaining operational excellence. The successful candidate has strong people and technical leadership skills, with excellent 2-way communication and has previously demonstrated mentoring and coaching skills.

Responsibilities also include the day to day operation of the functional organization including Driving the Electronics & Payloads strategic development and vision at the Directorate/Sector level. The leader is expected to set a vision and goals for the organization consistent with higher level guidance and achieve measurable progress toward those goals. The Department Manager shall develop and implement departmental vision and strategies to drive program performance, employee development and engagement; improve hiring and attraction (Staffing) and retention of top talent; manage products and associated product champions; balance process compliance against innovation; and reduce bureaucracy. The scope of hiring includes both industry as well as university recruiting and relationships. The DM will work with the COE & Directorate to build/maintain technical breadth and depth of the department and participate in Center, Sector and COE improvement initiatives.

The DM will coordinate with program IPT counterparts to meet program and organization objectives. They will be responsible for ensuring the organization provides appropriate development opportunities, is familiar with and uses required engineering processes and tools, personnel development and planning, and continuous improvement. They will be responsible for helping to meet budget targets, staffing to meet program requirements, and providing functional leadership and direction to employees. This person will need to have strong team-building/collaboration skills and have previously demonstrated the ability to build diverse/inclusive teams with engaged team members.

Engineers are located at Rancho Bernardo. Location of position is at Rancho Bernardo. Position requires approximately 25% travel. The DM will be responsible for an organization of 140+ individuals

ELEPAY
Basic Qualifications:

  • Bachelor's Degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from an accredited university
  • Minimum of 7 years of Engineering Experiencein Defense and/or Aerospace.
  • Experience in technical leadership or functional management
  • Current In Scope DoD Secret or higher Clearance

Preferred Qualifications:
  • Top Secret/SCI level security clearance, to include a Single Scope Background Investigation, a periodic reinvestigation, or an original adjudication date completed within the last 6 years
  • Knowledge ofsystem engineering and/or avionics processes, procedures and work instructions required to support both management and engineering tasks
  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management
  • Possess technical discipline credibility to provide "backstop" support to programs as required on behalf of team members
  • 10+ years of Management experience, including experience managing both managers and individual contributors.
  • Green or Black Belt Lean / Six Sigma training and experience
