Engineer Planning Analyst 3/4

Prepares and coordinates the plans and schedules for Fleet experimentation events. Determines, monitors, and reviews schedules, operational budgets, and manpower requirements. Supports and participates in coordination with stakeholders. Assist in the design execution and analyzing of experiments to validate doctrine and explore innovate capabilities and technologies. Analyzes effects of projects and tactics upon various areas such as effectiveness, operational availability, and personnel skills and training required to evaluate the most practical and cost-efficient methods to obtain the required resources. Resolves event preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements

Basic Qualifications:
This is a dual level requisition. It can be filled at a level 3 or level 4.

Basic Qualifications for a level 3:
Bachelor's degree with5 years of relevant experience.
Ability to support complex, joint, combined experiment projects involving fleet information warfighters, warships, aircraft and other naval recourses.
Ability to support design of experiment to validate equipment, doctrine or concept of operations and tactics. Including the creation of data collectionand analysis plans.
Haveexperienceand understanding of the Scientific method. Be able to articulate problemstatements, hypotheses, test objectives,identify sub-objectives, measures of effectiveness and measures of performance.
Have an operational understand of Naval Operations.
Have an operational understanding of Information Warfare. Have knowledgewith appropriate automated and non-automated data collection mechanisms such as surveys and logs. Ability to write clear reports and make oral briefings to various levels within the chain of command.

TS/SCI clearance required.

Preferred Qualifications:

Have experience with Fleet Experience process.

Have experience with Fleet Information Management Systems (FIMS)

Experience work with Navy Warfare Development Command.

Participated on Navy experimentation projects in the last 5 years.

Have a science and technology degree.

Masters degree.

Have an understanding ofprobability and statistical processes.
