Northrop Grumman Tactical Space Systems division is seeking a Director Supply Chain Programs 2 to join our team of qualified, diverse individuals. This position will be located in Dulles, VA.
This position is fully engaged with division and other functional team members to enable flawless program execution and new business growth. The Director will be responsible for providing efficient and innovative strategic sourcing, procurement, subcontracts, government property and procure-to-pay solutions that enable the sector to achieve financial and non-financial commitments to shareholders, customers and employees.
Additionally, this position will be responsible for all compliance tasks to maintain the division's Certified Purchasing System Rating (CPSR) and Northrop Grumman ethical standards. Works in close collaboration with Supplier Mission Assurance to provide all programs with highest quality goods and services. Also responsible for socio-economic supplier outreach and integration of socio economic suppliers to achieve USG statutory goals.
Roles and Responsibilities:
Provides division leadership and serves as the process owner for the Tactical Space Systems Supply Chain organization delivering with speed, flexibility and agility. Responsible for functional management and strong leadership of procurement, subcontracts, and material management across the Tactical Space Systems Division with 100+ employees while optimizing operational efficiency.
Establishes and provide all personnel continuous training opportunities for knowledge developments and skills honing. Assess assigned team requirements and skills/training gaps, working with individuals/teams to establish skills/training plan and maintains a training matrix across the varied training/skills topics. Set training priorities within budgets, matched to focused groups, and tied to urgent program needs. Management of all annual budgetary needs (staff, tools, training, travel, interns, etc) and coordinate with the Department Management and Sector Divisions in ensuring adequate budgets are provided to ensure tools and continuous training opportunities are provided to assigned personnel.
Responsible for planning, organizing, and assigning all resources, ensuring they are well matched (knowledge/skills/experience) to their assigned duties. Helps to assure total internal and external customer satisfaction by reviewing the performance of all assigned resources, assesses the ability of assigned teams to achieve quality, cost and schedule goals. Provides an independent review of products and packages prior to delivery or review and presentation to Division, Sector, Program, and Leadership teams. Ensures vendor relations are robust and technical requirements are well defined in support of program needs and suppliers perform to contract requirements. Identifies needed actions to address any supplier performance issues and ensure recovery.
Additional responsibilities will include collaboration with the HR organization and execute hiring to the established requisition placement, recruiting, candidate interview, and offer placement processes. The Directorate solicits performance inputs from the Program office, IPT leadership, SMTs, and assigned GSCPMs through the established PMP process. Conducting performance reviews within the HR process and in a timely manner, with adequate opportunity for employee feedback & development action.
• Bachelor's degree in Business, Engineering, or related field
• 11 years of related experience working with Supply Chain and /or Business Management and/or Contracts with international and domestic suppliers; 9 years with a Master's degree
• Direct experience working with capture teams in developing and submitting compliant new business offers
• Demonstrated strong leadership and people management skills with the ability to model and promote a strong sense of engagement, teamwork and cooperation
• Well versed in federal acquisition regulations, FAR, DFARS, ITAR and other regulatory requirement as well as other terms and conditions, solid understanding of engineering technical requirements
• Ability to lead and influence internal and external customers
• Must be able to obtain and maintain TS security clearance
• Masters degree
• Subcontracts management, Space experience, budgeting experience and EVM knowledge,
