Northrop Grumman Mission Systems (NGMS) seeks a talented professional to join the ES&T team in Boulder, Colorado to fillmultiple Systems Engineering Manager Level 2 positions for the SBIRS program acting as the Deputy Program Manager for Cyber Security, GND, CLSEngineer reporting to the SBIRS, GND, andCLS Program Managers.

The position will be responsible for:

  • Interfacing with senior program managers and engineers to develop upgrade and sustain cyber and programroadmaps, cost estimates, and operational utility assessments
  • Interfacing with customer and Air Force leads on issues related to program activities
  • Supporting special assignments within the program for operations, program assessments, and development of operational concepts
  • Provide day to day program management leadership of a diverse campus teams
  • Providing quick-turnprogram analytic and decision support to senior OES management for program and Cyber or other activities assigned.

The selected candidate will have in depth Cyber Systems and/or Project Management experience, a clear understanding of the concepts and solutions and the ability to clearly communicate complex topics to the Program, OES leadership and the customer. Provide leadership for support and adherence to standard cyber processes and the oversight of cost, schedule, and technical quality for execution on supported programs, including all phases of the Cyber Requirements Framework for the Cyber Deputy and all phases of a ground program for the GND and CLS deputies.

The candidate will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders. This candidate will demonstrate the capability to innovate while challenging traditional ways of doing business. Demonstrated abilities to build diverse and inclusive teams with high levels of engagement. Strong verbal and written communication skills are required and the ideal candidate will have demonstrated success collaborating and leading virtually as a part of a geographically dispersed team.

Basic Qualifications:
  • Bachelor of Science degree in a technical discipline such as Technology, Computer Science, Engineering or Math with a minimum of10 years engineering experience;8 years with Masters; 6 years with PhD; 14 years of experience may be substituted in lieu of a degree
  • Active Top Secret clearance with the ability to obtain an SCI and maintain a TS/SCI.
  • Demonstrated in-depth knowledge of DoD 8500 and Requirements Management Framework for Cyber Deputy
  • Experience with program planning/scheduling, cost analysis/reporting, earned value management systems (EVMS), risk & opportunity (R&O) management, control account management (CAM), and proposal development
  • Strong analytic capabilities
  • Expertise with working customer operations, leadership with planning, execution of engineering functions
  • Experience with on-site customer support, acting as liaison between program and customer
  • Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management.

Preferred Qualifications:
  • Active TS/SCI Clearance with the ability to maintain.
  • Security-Plus Certification
  • Prior program Management or Integrated Project Team (IPT) Leadership experience of >10 person team reporting to program leadership.
  • PMP Certification
  • CISSP Certification
