Department Manager/Program Manager 3 (Space Systems) - TS/SCI w/Polygraph

Northrop Grumman Innovation Systems Sector designs, builds and delivers space, defense and aviation-related systems to customers around the world. Our main products include launch vehicles and related propulsion systems; missile products, subsystems and defense electronics; precision weapons, armament systems and ammunition; satellites and associated space components and services; and advanced aerospace structures.

The Innovation Systems Space Systems Division is seeking a Department Manager to lead a portfolio of National Security Space systems programs termed in the space ground system area to enable highly performing program execution, implementing the strategy of the broader organization.

This position will be located in Dulles, VA and will be responsible to:

Leads all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the programs from technical, manufacturing, program management, business management, and administrative areas.

Roles and Responsibilities:

Responsible for the cost, schedule and technical performance of a portfolio of company programs.
Requires close coordination with USG Customer, our subcontractor teammates, and various Northrop Grumman internal staff elements, often at the executive level.
Responsible for all assigned program objectives from inception to completion.
Responsible to accurately track/forecast program financials and performance metrics in order to meet or exceed annual operational and financial program goals.
Coordinates the preparation of proposals, business plans, performance work statements, operating budgets, and financial terms/conditions of contracts with relevant program subcontractor.
Participates in program review sessions, internally and with the Customer to discuss cost, schedule, and technical performance.
Develops and assembles PowerPoint briefings to both internal and external staff to review program performance and other contractual/operational subjects.

Basic Qualifications:

US Citizenship and a current or active Top Secret / SCI security clearance with polygraph
Bachelor's degree in Engineering or Management
7+ Years of previous relevant experience working in DoD and IC market
Demonstrated leadership skills and experience
Requires a proven track record of developing customer relationships, pursuit capture, and shaping requirements
Requires knowledge and experience with executing process standards focused on programs, business development, and risk management identification and mitigation

Preferred Qualifications:

Familiarity with Northrop Grumman policies and procedures
Demonstrated knowledge and strategic vision of the DoD and IC market
Prior experience leading product line development in support of both program execution and new business
Master's Degree in Technical or Management discipline
