Cyber Systems Engineering Manager 2

Northrop Grumman Mission Systems (NGMS) seeks to fill a Cyber Systems Manager (M2) position in Tampa for the Central Region Engineering, Sciences, and Technology (ES&T) division, in the Cyber Analytics discipline as a Front Line manager. This is a dual role encompassing both people leadership and technical performance.

TeamManagement: Responsibilitiesinclude staffing and workload forecast; employee inclusion, engagement, mentoring and career development; employee training and identification and training of skills required to execute on programs. The responsibilities include recruiting, sourcing, onboarding, performance management, and contract maintenance for the contractors working in this discipline and geographic area. The Manager will be responsible for 15-20 mid-career to senior technical direct reports.

Team Technical Performance: Responsibilities include cyber systems engineering and scientific personnel to possess in-depth knowledge and ability to execute the principles, concepts and techniques for cyber systems.

Successful candidates will be hands-on systems engineers that can serve as Subject Matter Experts (SME) in one or more of the below skills:

Design & Engineering: The ability to look at problems and requests holistically and factor them against requirements. Creating integrated solutions that meet and exceed desired results. Work in SCRUM and AGILE environments.

Change Management: Requirements gathering, creating/deploying solutions to end users. Understanding how existing and new systems can be integrated to improve business unit performance.

Test & Evaluation: Developing test criteria and Test and Evaluation Master Plans of assigned projects. Applying analytical methodologies to evaluate the operational effectiveness and suitability of systems.

Training: Creating a training program for a suite of products and/or services for users. Building in-person, computer-based (CBT), and offline training programs using mediums ranging from basic documentation to video and interactive lessons for a range of technical audiences.

DevOps Engineering: Program and script in various languages including C, Perl, Python, PowerShell, etc. Automation of scheduled jobs to reduce labor intensive tasks. Cross-platforming of applications on various OSs.

Virtual Engineering: Advanced virtual networking, deploying high volume configurations, implementing a VDI environment. Use of VMware vCenter/ESXi, KVM, Hyper-V, etc.

Network Engineering: Configure large scale networks with routing protocols, packet capture and conduct detailed analysis, ACL, firewall networking, security patching, OS updates. Use of Cisco, Juniper or Brocade.)

Windows System Engineering: Systems Administration, Active Directory, Group Policy Objects, implementing DoD requirements on servers and workstations.

Linux Engineering: Work in different Linux varieties (e.g. RedHat, CentOS, Ubuntu), security hardening, patching, granular role-based access, implementing DoD requirements, automate repetitive tasks.

The position requirescommunication not only with ES&T management, but also with other department managers, including the Program Management organization. Consequently, excellent verbal and written communication skills are required. The Manager will work closely with the Directors and Managers of other engineering disciplines in and out of the Central region, along with Program Directors and Program Managers.

The ideal candidate will also be able to champion change within the organization, to achieve competitive advantage for the business. The candidate will have demonstrated experienceleading systems engineering teams in either in the development of new capabilities or O&M/sustainment.

FLOMSTR

Basic Qualifications:

  • Bachelor of Science with nine (9)+ years' experience in software, cyber or systems engineering. Four (4) years of additional experience can be substituted in lieu of a degree.
  • Prior experience translating requirements into design baselines.
  • Experience in one or more of the following: Design & Engineering, Change Management, Test & Evaluation, Training, DevOps Engineering, Virtual Engineering, Network Engineering, Windows System Engineering, Linux Engineering
  • Effective communication and presentation skills.
  • Must possess or be able to obtain DoD 8570 Certification for IAT Level II or higher within two (2) months of starting (GSEC, GICSP, SCCP, Security+ CE or CCNA-Security) (reference: http://iase.disa.mil/iawip/Pages/iabaseline.aspx for list of qualified certifications)
  • US Citizenship required and must have a Department of Defense Top Secret/SCI security clearance which was active within the last 24 months.


Preferred Qualifications:
  • Master's degree in a relevant technical or management specialty.
  • Experience operating in a customer facility providing integrated support
  • Experience designing and architecting advanced Cyber systems
  • Experience with network design, virtual environments and cyber systems design
  • DoD 8570 Certification for IAT Level III
