Cyber Supply Chain Subcontract Specialist 3

Northrop Grumman is seeking a Supply Chain Subcontract Specialist 3 to join our team of qualified, diverse individuals. This position will be located in Mclean, Virginia.

Northrop Grumman Cyber & Intelligence Mission Solutions (CIMS) Division is seeking a highly motivated Supply Chain Subcontract Specialist level 3 to act as a trusted advisor and lead for subcontracting actions and strategy on a wide range of mid-to-complex contractual and business matters.

The Supply Chain Subcontract Specialist will be the lead for all supply chain program planning and subcontracting activities for their assigned proposals/programs.

The Subcontract Specialist 3 responsibilities will encompass:

  • Preparing and executing a mixed portfolio of subcontracts
  • Ensuring compliance to company policies and procedures
  • Understanding the buyer and seller's roles to establish mutually successful business arrangements
  • Specifying solicitations and bid packages
  • Evaluating proposals and negotiating prices/terms for best value
  • Developing and administrating contractual documentation
  • Vigorously managing the supplier relationship from proposal inception through contract closeout

Candidates must:
  • Be able to make sound decisions in a timely manner, display strong organizational skills, and have an agile perspective of compliance protocol mandated by regulated industry.
  • Possess strong communication and writing skills.
  • Be a US citizen and be eligible to obtain a clearance.
  • Possess strong leadership and mentoring capabilities in addition to strong presentation skills directed to all levels of internal/external management.
Basic Qualifications:
  • Bachelor's or Master's Degree from an accredited institution
  • Six+ years of professional experience in supply chain management, or related fields, to include business and financial planning, contracts administration, program/project management, logistics, supplier relationship management, inventory control, operations or manufacturing with a Bachelor's Degree, four years with a Master's Degree
  • Proficiency in MS Office suite
  • Must be eligible and able to obtain a U.S. Government SCI security clearance


Preferred Qualifications:

  • Experience managing service and hardware type procurements/ subcontracts.
  • Experience with material financial forecasting and management.
  • Experience working competitive procurements with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable.
  • US Government procurement, contracts, subcontracts and/or business management.
  • The successful candidate will have experience working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), and ability to produce compliant major subcontract procurement packages.
  • Knowledge of SAP a plus.
