Cost Estimating Analyst 2/3

Northrop Grumman Technology Services Sector is seeking an experienced Cost Estimating Analyst to join our Sector Business Development Team. This position will support new business pursuits, along with supporting strategic development and planning activities for internal customers as part of the Sector Business Development team.

The Cost Estimating Analyst will support corporate and sector pursuits in facilitating strategy sessions to develop winning strategies that influence and impact effective cost efficient solutions. Perform business case analysis on CPW/SPW pursuits to help improve ability to analyze bid/no bid decisions. Support in developing business case sector training materials and gate review facilitation for management approval.

This position will be engaged in early pursuit decisions to develop initial cost models to analyze cost drivers and develop affordability targets and cost improvement plans. Other responsibilities will include collection of historical actual cost data from similar programs for comparative benchmarking. Researches and analyzes historical data, develops cost models to support should-cost assumptions. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.

Collaborates with intersecting functional areas such as Contracts, Program Management (PM), Supply Chain Management (SCM), and Engineering to troubleshoot issues in support of proposal requirements and deadlines.

  • Work as a part of an integrated team, interfacing with sector leadership, division leadership, and function leads.
  • Analyze and make effective use of cost, schedule, technical, and programmatic data.
  • Build and validate accurate and complete cost models, estimates, and risk analyses.
  • Support definition and documentation of technical baseline.
  • Assist in the drafting and editing of management and executive level briefings, papers, reports.
  • Conduct cost and technical research to improve analytic artifacts.

This requisition may be filled at either a level 2 or a level 3.

Basic Qualifications:

Basic qualifications for a level 2:

  • Requires a Bachelor's Degree with a significant quantitative analytic focus.
  • Requires at least 3 years of work experience, all of which must be relevant in cost estimating, business/finance/economics, operation research, and/or system engineering.
  • Knowledge and demonstrated work experience with estimating and pricing concepts, FAR, and US Government / DoD customer expectations.
  • Knowledge and professional experience with various government contract budget types (i.e. various Fixed Price, Cost Type, and IDIQ)
  • Demonstrated experience developing life cycle cost estimates utilizing various methodologies.
  • Demonstrated experience in data collection and analysis.
  • Demonstrated experience in the development, implementation, and configuration of cost-estimating relationships, models, tools and methodologies. Strong communication and presentation skills as well as strong problem solving and troubleshooting skills
  • Must be able to effectively manage competing priorities and deadlines, and handle multiple tasks in a fast paced environment
  • Must be a team player, independent, proactive, and possess excellent problem solving and organizational skills

  • Knowledge and demonstrated work experience with estimating and pricing concepts, FAR, and US Government / DoD customer expectations.
  • Knowledge and professional experience with various government contract budget types (i.e. various Fixed Price, Cost Type, and IDIQ)
  • Demonstrated experience developing life cycle cost estimates utilizing various methodologies.

Preferred Qualifications:

  • Demonstrated ability to conduct interviews, research, data analysis to translate technical programmatics into a cohesive written baseline description document.
  • Demonstrated experience costing large Information Technology (IT) acquisition programs.
  • Working knowledge of commercial cost tools, risk tools, statistics/data analysis tools, and EVM analysis tools.
  • Working knowledge with Systems Engineering, Acquisition, Budgeting, and EVM processes.
  • Demonstrated experience costing large Information Technology (IT) acquisition programs.
  • Working knowledge of agile estimating techniques and software sizing methods.
  • Demonstrated ability to develop artifacts of the caliber to be consumed by senior audiences.
  • Working knowledge and / or experience in new software analytical techniques, schedule realism, cost risk analysis, business case development and return on investment analysis
  • Excellent oral and written communication skills; demonstrated ability to develop written artifacts of the caliber to be consumed by working level audiences.
  • Strong interpersonal skills; ability to work independently, and as a team member; ability to establish a network of contacts; ability to mentor and guide activities of other team members.
  • Demonstrated proficiency in MS Office
  • Must be able to obtain TS/SCI clearance.
