Cost Estimating Analyst 2/3

This position is for a price estimator to perform full lifecycle proposal management and price estimation including - Read/interpret RFP requirements - Create bases of estimates - Prepare bills of material - Estimate costs based on prior actuals or other estimation methods - Price the proposal using ProPricer software - Prepare delegation packages - Prepare cost volumes This person works directly with customer IPTs during preparation and follow-on proposal process, presents proposals to senior management during delegation, and manages the process from receipt of RFP to final negotiation. This person frequently works with our customers by tailoring the proposal to meet their needs during preparation process, answering questions during the factfinding process, and participating in and leading negotiations with the customer from an estimating perspective. This person conducts cost analyses of major subcontractors to include working directly with subcontractors to gather and analyze the data and preparing the findings as a formal volume for presentation to leadership. This person works with various different cost and cost estimating models, including AUPC models, Risks/Opportunity models, Learning curves, Make/Buy models, etc.) and must be flexible in their job, willing to learn new concepts on a regular basis and able to solve different types of problems by applying altered solutions. This person is responsible for auditing and reviewing input from various disciplines to ensure it is compliant with our Estimating System Description. This person must be willing to mandate that input from other sources within NGIS is compliant with our ESD. In addition to the above description, the qualified candidate must be able to: - Prepare and analyze data and figures - Comprehend and analyze complex problems and develop solutions - Quickly learn new concepts - Be flexible and willing to adjust to changing environments Basic Qualifications Level 2: Bachelor's degree and 3 years of related work experience. Degree preference is Finance or Accounting. Successful candidate will have proficiency in the following competencies: Manages Complexity, Action Oriented, Communicates effectively, Plans and aligns, Situational adaptability. Basic Qualifications Level 3: Bachelor's degree and 5 years of related work experience. Degree preference is Finance or Accounting. Successful candidate will have proficiency in the following competencies: Manages Complexity, Action Oriented, Communicates effectively, Plans and aligns, Situational adaptability. MBA and/or CPA preferred Preferred Qualifications: Microsoft Office Suite; Advanced Excel skills is highly preferred. Analytical Skills Presentation skills Organizational/Time Management skills and ability to multi task Self-motivated and works well in team environment Experience with ProPricer Knowledge of FAR Limited travel as necessary
