Northrop Grumman Weapons Systems is currently seeking a Cost Estimating Analyst Level 1 or Level 2 for our Elkton, Maryland location.

The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, and Palm Beach Gardens, FL.

Elkton, Maryland is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore. Position Summary:
This position is responsible for partnering with the proposal manager and the rest of the proposal team to respond to customers request for pricing (RFP). The role is responsible for generating proposal input in conjunction with other proposal team members to generate cost estimates. This may include developing labor and material estimates, creating program structure and time phasing, and developing and applying standards. The Associate Cost Estimating Analyst will prepare and assist the proposal manager with delivering presentations in management pricing reviews.
The Candidate must be proficient in managing and prioritizing multiple project-oriented tasks effectively while working both independently and in a team-oriented environment. Candidate must be able to review request for proposals and derive requirements as well as identify risks and opportunities to the cost estimate. The selected candidate must work well in cross functional teams and be able to make timely decisions possibly without 100% of the data available. The analyst must develop business cases, participate in pricing reviews, and be comfortable presenting to senior leadership. The analyst will be required to participate in the customer negotiation process, support potential audit activities, and prepare cost volume reports.

This requisition may be filled at either as an Associate Cost Estimating Analyst Level 1 or a Cost Estimating Analyst Level 2

Basic Qualifications for Associated Cost Estimating Analyst Level 1:
  • This position emphasized skills and experience. Must have 4 or more years of finance experience. Will also consider a Bachelor's degree in Accounting, Finance, Business, or related field from an accredited four-year college or university (will be verified).
  • Advanced knowledge of Microsoft Excel with past experience building complex spreadsheets including macro development
  • Strong analytical skills and attention to detail
  • Must be able to work onsite in Elkton, MD
Basic Qualifications for Cost Estimating Analyst Level 2:
  • This position emphasized skills and experience. Must have 7 or more years of finance experience. Will also consider a Bachelor's degree in Accounting, Finance, Business, or related field from an accredited four-year college or university (will be verified) and 3 years of experience or a Master's degree in Accounting, Finance or related field and 1 year of experience.
  • Minimum of 3 years of experience in Cost Estimating/cost proposal preparation.
  • Advanced knowledge of Microsoft Excel with past experience building complex spreadsheets including macro development.
  • Strong analytical skills and attention to detail.
  • Must be able to work onsite in Elkton, MD.
Preferred Qualifications:
  • Knowledge of Microsoft Office.
  • Experience with ProPricer and CostPoint
  • Working knowledge/capability of using VBA to create and edit macros
  • Knowledge of FAR/DFAR/CAS
  • Aerospace and/or DoD intern/working experience
  • Ability to read drawings and convert drawing information into Bills of Material and program structure
  • Negotiation experience a plus

Salary Range: $55,400 USD - $83,000 USD
Salary Range 2: $67,000 USD - $100,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
