Contract Administrator 3/4

Northrop Grumman Mission Systems Sector is seeking a Contract Administrator to support Colorado Springs, CO, programs within Space Surveillance and Environmental Intelligence (SSEI) Operating Unit. Part-time travel (especially during initial on-boarding and training on current processes) may be required.

This position will be responsible for the following:

Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information. The position will require the candidate to work independently without appreciable direction.

Knowledge, Skills and Ability
Complete understanding and application of principles, concepts, practices, and standards. Full knowledge of industry practices. Able to communicate effectively and clearly present technical approaches and findings. Performs comprehensive review of customer requests and ensures responses are fully responsive to requirements.

  • Must be knowledgeable of the Department of Defense contracting environment and have direct experience in FAR and DFARS-based contracts.
  • Must have experience with various contract types, which may include CPFF, CPAF, CPIF, FFP, and T&M.
  • Must have experience using Microsoft Excel to collect, monitor, and display data

Performs complex tasks and participates in determining objectives of assignment. Plans schedules and arranges own activities in accomplishing objectives. Work is reviewed upon completion for adequacy in meeting objectives. Monitors contract performance against evaluation criteria, as an integrated member of program management team. Proactively communicates status to stakeholders and maintains close working relationships with technical and functional counterparts. Utilizes standardized format to maintain comprehensive, accurate records of contract actions.

Exerts influence on the overall objectives and long-range goals of the organization. Develops and maintains strong relationships with customers. Trains and mentors junior personnel.

Represents organization as a prime contact on contracts, subcontracts, and projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations. Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives. Develops and deliver presentations. Works in collaboration with business development to develop and implement new business and teaming strategies. Identifies, analyzes, and escalates risk status.
Basic Qualifications:
  • Level 3: Bachelor's Degree with 6 years of related work experience or Master's Degree with 4 years of related work experience. Related work experience may be in Contracts, Subcontracts, Pricing, and/or Business Management.

  • Level 4: Bachelor's Degree with 10 years of related work experience or Master's Degree with 8 years of related work experience. Related work experience may be in Contracts, Subcontracts, Pricing, and/or Business Management.

  • Must have the ability to obtain a DOD clearance

Preferred Qualifications:

  • Team player well suited to a collaborative environment that may be geographically dispersed
  • Ability to work independently, proactively monitor and report task status, and manage prioritization of complex tasks performed for a variety of different stakeholders
  • Excellent communication skills
  • Experience developing and implementing process changes that improve efficiency, visibility, and/or productivity
  • Active DOD clearance
