Northrop Grumman Defense Systems sector is currently seeking a Compliance & Operations Manager 1 for the Pricing & Estimating organization. The selected candidate will serve in a key position to the Directors of Pricing & Estimating with a resident office in Sector Headquarters in McLean, Virginia. The Manager of Compliance & Operations is an individual with expertise in developing and managing business financial proposal offers/bids for major US Government contracts and manages a team to support the proposal process by validating the adequacy of back-up data for US Government audits of proposal data and processes. This individual will ensure efficiency and quality in the P&E organization by identifying, evaluating and improving P&E processes to become more agile and strive to reduce costs, enhance productivity, minimize errors and risk and make the best use of pricing & estimating resources.

Responsibilities Include:

  • Defines, designs, implements, audits, and ensures compliance with the regulatory requirements and internal policies, procedures and practices are integrated into the proposal disclosures and auditable backup data
  • Analyzes and defines improvement processes for effective and efficient responses to U.S. Government auditors
  • Evaluates, defines, designs, implements, measures, monitors and controls business process improvements in the P&E organization
  • Works collaboratively within P&E and across the organization to help improve the management of business processes aligned with business strategies
  • Manages the implementation of process excellence initiatives including governance, reviews, communications, training, certifications, and rewards
  • Facilitates, coaches, and trains P&E staff for improving proposal disclosures
  • Establishes and maintains performance metrics to measure success and identify focus areas
  • Installs process excellence supports for program governance, project reviews, communications, training, certifications, and rewards.
  • Leverages familiarity with Government policies and procedures related to federal acquisition regulations, statutory laws, cost accounting standards, disclosure statements, solicitation provisions and instructions, audit criteria, and methodologies for efficient and adequate response to data requests, and periodic validation and certification of the company cost estimating system
  • Supports the development and compliance of the proposal activities related to pricing and estimating for the Business Unit, Division, and Sector
  • Actively participates in pricing & estimating activities for the Business Unit, Division, and Sector proposals and revisions, evaluating risks and opportunities in cost estimates, etc.
  • Skilled expertise managing assigned staff for planning, organization, writing, editing, and production of a cohesive proposal and supplemental responses to clarifications with appropriate disclosures, explanatory responses, and supporting data to justify adequacy, realism, reasonableness, and audit validation
  • Supports recruitment, development, and retention of pricing and estimating personnel required to achieve a high performance staff throughout the sector
  • Effectively manages competing priorities and deadlines, and handles multiple tasks in a fast-paced environment

Qualifications:

Basic Qualifications:

  • Must have one of the following:
    • Bachelor's degree in business, finance, or related discipline with a minimum of 6 years of compliance and/or pricing experience
    • Master's degree in business, finance, or related discipline with a minimum of 4 years of compliance and/ or pricing experience
  • Ability to travel as needed (up to 25% of the time)
  • Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Top Secret security clearance
  • Must be able to work on-site in McLean, Virginia


Preferred Qualifications:

  • Cross-sector experience desirable
  • Experience in aerospace industry
  • Familiarity with ProPricer software
  • Active/transferable Top Secret/SCI security clearance
  • In-depth understanding of US Government acquisition policies, regulations & proposal compliance requirements
  • Demonstrated knowledge of estimating, costing, and pricing techniques with expertise in business management, government contracts, supplemental data disclosures, & US Government audits
  • Excellent communication skills with the ability to use them in informing, presenting, negotiating & problem solving with a wide range of people
  • Demonstrated ability to support complex operations while collaborating with multiple stakeholders
  • Dynamic, self-starter with strong attention to detail and the ability to function independently, meet deadlines and achieve commitments
  • Flexible approach to work, an understanding of working collaboratively on a team, & willingness to be an active & supportive member of a cross-functional team
  • Strong problem solving & analytical skills; ability to make recommendations & provide guidance to effectively bring projects to completion
