Northrop Grumman CNI Products Operating Unit is seeking a Capture Manager to lead tasks essential to the identification, qualification, shaping and capture of new business opportunities within Defense Airborne Domain.

Responsibilities include
Identifying potential customers based on a strategic portfolio alignment to CNI Products
Developing capture strategy and tactics including business solution for pursuit of opportunities with a solid business case and ROI
Leading capture efforts to secure new or re-compete contracts or task order business in Civil market space within DoD
Developing relationships with teaming partners and industry associations to help drive partnerships
Maintaining strong interpersonal skills and presentation skills to upper management that convey confidence and domain knowledge to support a high price-to-win
Developing competitive assessments, teaming strategies, and prices-to-win analysis
Participating in bid and proposal activities to deliver compelling and compliant proposals

Maintaining on-going interactions with all stakeholders and functional organizations that provide input to a program pursuit

Minimum Qualifications:

Bachelor's Degree in technical or business discipline and 15 or more years of combined experience with federal government business and operations procurement activities; Master and 13yrs of experience.
Proven and verifiable skills in planning and program operations knowledge addressing cost, schedule, technical performance, and quality of a work package.
Familiarity with USG including DHS, Dept. of Justice, Dept. of State, HHS, and Treasury communities to include acquisition, requirements, operations and particularly program procurements around software sustainment procurement business
Open Communicator/Collaborator to all levels of the organization, dedicated to the team and business area; able to communicate effectively with Executive Management
Intimacy with the various Customer organizations including DoD acquisition, GSA procurement, GWAC schedules, and OMB budgets.
Current Security Clearance or previous clearance with the ability to obtain renewed clearance within 6 months of onboarding

Ability to travel 25% of the time

Preferred Qualifications:
USAF knowledge in airborne communication systems
Operational and tactical experience with integrating joint air dominance platform mission operations along with CONEP/CONOPs
An understanding of the DoD JCIDS/JROC process and PPBES

A detailed understanding of and experience with the DoD FMS process.
