Business Process Analyst

Roles and Responsibilities:
The qualified applicant should have strong facilitation and elicitation experience to work closely with the customers in gathering and documenting their requirements.

Performs work on all aspects of the system analysis process from end to end.
Elicits requirements from subject matter experts using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios and workflow analysis.
Designs new systems or modules by facilitating requirements sessions, collecting and analyzing requirements; constructing process flow charts and diagrams; studying system capabilities; writing specifications and documenting business rules.
Defines, documents and translates business requirements into detailed functional specifications taking into account non-functional requirements.
Works closely with business SMEs and collaborates with the development team, enterprise architect and the project manager in all aspects of system design and development to develop functional solutions that meet business needs and are aligned with the architectural roadmap as established by the architecture team.
Participates in the change control board and provides feedback to the customer on the potential impacts of the changes under review and discuss alternative solutions.
Supports development team by translating requirements and use cases into a specifications, sample screen design, flowcharts, logical data models and security design models.
Supports testing team in translating requirements and use cases into test conditions and expected results for product, performance, user acceptance, and operational acceptance testing.
Oversees implementation, coordinate tests and observing initiation of the system and system modules and functions to validate conformance to requirements and performance.
Responsible for maintaining all assigned business systems documentation.
Triages, logs, and tracks requests for customer requests for new features and enhancements to be implemented in the systems.
Analyzes information needs and functional requirements and deliver the following artifacts as needed: Software Requirements Specification and functional and non-functional requirements including but not limited to usability, performance, supportability, security, interface requirements and assumptions/constraints; Business Process Models, Data Flow Diagrams, System Process Models, and Traceability Matrix.
Verifies and tracks satisfaction of requirements in delivered solution through acceptance testing.
Supports and contributes to project management activities by participating in the scoping and estimating of project efforts, risks identification and mitigation measures recommendation, communicating activity status and providing timely notification and escalation of possible issues/problems to the Project Manager.
Serves as a consultant to management, senior management and customers.
Become knowledgeable on Human Services Integrated Eligibility and Health Insurance Exchange systems.

Basic Qualifications:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelor's degree in Computer Science, Information Systems or related field with a minimum of 3 years of experience or a minimum 7 years of experience to satisfy degree and experience requirements.
3 years of experience working as a Business Systems Analyst, demonstrating strong analytical and critical thinking skills, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
1 year of experience working in an agile / iterative development environment.
Demonstrated experience with systems and applications development projects supported by the team including system components, functionality, interfaces, data flows, and business rule
Demonstrated experience in drafting/writing communication content, materials, and products.
Demonstrated experience in translating technical content into formats written in plain language and easy to understand.
Demonstrated ability to adjust quickly to changing priorities and make quick decisions with limited information.
Demonstrated ability to organize and prioritize end user issues/requests.
Proven ability to integrate with a team and work well with others.
Proficiency with Microsoft Office Products (Outlook, Word, Excel, Visio and PowerPoint).
Exposure to SharePoint for team, customer and user collaboration.
Must be a US Citizen or a Green Card Holder

Preferred Qualifications:
Candidates with these desired skills will be given preferential consideration:
BA Certified.
Knowledge of RI UHIP culture, mission, and IT environment.
Experience working within an agile/iterative development methodology.
Experience with analysis, visualization and reporting software and capabilities.
Experience working with prototyping tool like Axure is a plus.
Experience working with an issue tracking tool like JIRA is a plus.
