Business Process Analyst

Thecandidate shall work with the Government to identify, analyze, define, document, and implement directorate processes and procedures (management and operational). The processes and procedures shall reflect integration with other MARFORCYBER directorates, higher headquarters, external partners, and subordinate entities.

The candidate shall conduct a review of the current SOPs and provide a comparison of the key similarities and differences among the SOPs and similar SOPs utilized by other Service Cyber Components.

Thecandidate shall develop tools in the form of, e.g., flowcharts, decision matrices, and slides to support definition of procedures. The candidate shall conduct a technical writing review of the documents and will conduct validation sessions with stakeholders to ensure customer acceptance.

Thecandidate shall support the Government in the analysis of organizational concepts in order to best support development of processes and procedures. This includes definition of critical missions, functions and tasks, cell and position-level roles and responsibilities, and troop to task activity alignment. Thecandidate shall support creation of functional descriptions, entity relationships, and communication diagrams as needed. Thecandidate shall support integration of externally mandated organizational constructs (e.g. Cyber Mission Force) into internal organizational structures

The candidate shall assist in updating battle rhythm products to support the rapid tailoring and implementation of increased operations tempo in various regions and time zones for real world and exercise events. Thecandidate shall consider and include the full spectrum of cyberspace operations.

Thecandidate shall support mission and operational analysis around MARFORCYBER mission areas and shall develop mission scenarios; mission scenarios shall focus on the role and interactions of the MARFORCYBER Operations Directorate with internal and external operational entities.

The mission scenarios will use the perspective of the Operations Directorate to show the relationships between operational commands, higher headquarters, subordinate command organizations and adjacent organizations. The scenarios will be used to document and illustrate the operational views and organizational relationships. Additionally, scenarios will define and depict convergence points in mission areas. An objective of the scenario modeling is to support identification of capability gaps, SOP development, and requirements definition for analytical, collaboration, or situational awareness tools/applications.

The candidate shall research the incident and document it in a high-level description, C2 diagram, timeline, and relationship description of actors involved. The research shall include observation of current operations, as applicable, stakeholder working sessions, and operational artifact and after action report review.

The candidate shall plan and facilitate Table Top Exercises (TTX) in order to validate scenarios and processes as developed through scenario modeling and process development tasks. The TTX support will include exercise materials preparation, stakeholder engagement, planning and coordination, facilitation, and lessons learned/action item capture. The TTXs will focus on the Operations Directorate and may include integration with subordinate commands and other external parties as required. Outputs from the TTX will be used to finalize exercised scenarios or processes.

This task shall include support to command-level exercise development through participation as directed in planning conferences, command exercise working groups. Support would include providing inputs to exercise scenarios and Master Scenario Event Lists/inject development with the intent to align exercise objectives to developing processes and procedures, and include the wrap-up activities through exercise observation and lessons learned/action item capture.

Basic Qualifications:

  • 10 Years with a bachelors, 8 years with Masters.

    Degree in Engineering, Operations Research, Physical Sciences, Mathematics, Management Information Systems, Business, Economics, or Policy

    OR, 9 or more years of directly relevant experience may be substituted for this degree requirement.

    Knowledge and experience directly supporting Defensive and Offensive Cyber Operations for a DoD organization.

    TS/SCI with a CI Polygraph

    US Citizen



Preferred Qualifications:


  • Lean Six Sigma or equivalent certification

    Project Management Professional (PMP) or equivalent certification
