Aircraft Weapon System Manager (AWSM) Program Manager - Huntsville

NGC is seeking an Aircraft Weapon System Manager (AWSM) with demonstrated experience managing large Intelligence, Surveillance, and Reconnaissance (ISR) programs in support of the United States Army.

The AWSM will serve as the primary point of contact between Northrop Grumman and the Government Customer in support of the Special Electronic Mission Aircraft (SEMA) program. The AWSM will support Government Owned Government Operated (GOGO) Maintenance and Ground Support Operations for SEMA, which is a complex, global, multi-site program. The AWSM is responsible for the Quality and Efficiency of the Aircraft Weapon System.

The AWSM is responsible to SEMA Director of Operations. The AWSM is responsible for informing the Government on issues and concerns, as well as proactively alerting the Government to potential contractual programmatic, and /or resource limitation issues.

The AWSM Manager is required to provide leadership and guidance for all contractor personnel assigned to the Task Order (TO)/program, including assigning tasks to subcontractor personnel, supervising on-going technical efforts, and managing overall Aircraft Weapon system performance.
The EMARSS is based on the Hawker Beechcraft King Air 350 commercial aircraft platform. The system offers significant benefits to the armed forces by collecting, analysing and providing real-time intelligence information to war fighters instantly.

The EMARSS AWSM is heavily monitored and managed from a Maintenance perspective. The complete EMARSS system includes a Hawker Beechcraft King Air 350 installed with an electro-optic and infrared full-motion video sensor and a communications intelligence collection system. The aircraft is equipped with an aerial precision guidance (APG) system and line-of-sight and beyond-line-of-sight communications suites.

The AWSM Duty Description:

Manages aircraft maintenance and operations for deployed Intelligence, Surveillance & Reconnaissance (ISR) fixed wing aircraft systems for MARSS, and EMARSS aircraft. Interface with Customer on a regular basis to ensure maintenance and performance requirements are met. Monitor aircraft maintenance status, ensure ALL EMARSS/MARSS are proactive regarding upcoming scheduled maintenance to ensure missions will be supported.

Ensure Supply and logistics for all EMARSS/MARSS site is adequate to support missions by site. Provide subject matter expertise for technical reviews. If required, coordinate with government mission equipment program management offices to ensure coordinated and effective efforts between our organizations support fixed wing ISR operations.

Coordinate with the deployed unit Government technical Monitors (GTMs), Government Flight Representative (GFR) and OCONUS Contracting Officer Representatives (OCOR) to address any concerns with ground and flight operations.

Desired Experience and Expertise:

  • Experience managing complex operations and interfacing with supported customers
  • Experience with aircraft maintenance and sustainment
  • Experience managing contracts is desired but not required
  • Understanding of Fixed Wing ISR operations and capabilities
  • Must be a US Citizen and able to obtain a Secret Clearance
Basic Qualifications:
- Bachelor's degree in related technical field or business/management-related field with 10 yrs of verifiable experience
- Minimum of an interim Secret Clearance
- Demonstrated management experience with Intelligence, Surveillance, and Reconnaissance platforms
- 10+ years' experience in managing teams, including subcontractors, which provide analysis on large data sets and have the ability to prioritize the most critical aspects of a project to ensure completion within budget constraints
- Demonstrated experience working with various Army Aviation Intelligence Organizations

Preferred Qualifications:
- Master's degree in related technical field
- Program Management with Aircraft Management background
- Experience in managing a program in size (>250M) and complexity (i.e., mission critical and geographically dispersed)
