Florida Division of Emergency Management
The Florida Division of Emergency Management partnered with Merit to provide a fast, secure, paperless solution for the verification and time-tracking of thousands of volunteers and paid medical professionals assisting with the statewide COVID-19 vaccination efforts. As a result of our work together, FDEM was named a StateScoop 50 Award winner for the State IT Innovation of the Year.

Ohio Department of Education - Afterschool Child Enrichment (ACE) Program
After the Ohio State Legislature created the $125M 2-year Afterschool Child Enrichment (ACE) educational savings account program, the Ohio Department of Education (ODE) contracted Merit to inform parents, guardians, and businesses about the new opportunity and eligibility requirements. Merit developed and delivered support systems, workflows, and digital assets for the ACE program. ODE issued digital credentials to parents and guardians certifying student eligibility, enabling them to use the grants with service providers listed in the Education Marketplace, and the Ohio ACE app is a single destination to view account balances and submit claims.

Virginia's Department of Professional and Occupational Regulation (DPOR)
DPOR partnered with Merit to streamline licensing and digital credentialing for the more than 300,000 Virginia’s Department of Professional and Occupational Regulation (DPOR) partnered with Merit to streamline licensing and digital credentialing for the more than 300,000 professionals across more than 40 industries that are required to have a license to work. With Merit, those licenses are now digital, accessible, and easily verifiable by consumers and businesses.

The Role

The Procurement Manager is responsible for the strategic funding procurement efforts for current and future business lines. The key function of the Procurement Manager is to lead sourcing initiatives to develop business line funding opportunities. This role strives to identify methods for moving the funding procurement strategy forward from initiation to completion. It also leads the management of our procurement database, delivering insights and analytics to the business units.

Merit is a startup environment where you will be expected to roll up your sleeves, take initiative, and get creative about finding solutions to challenges.  We are a remote organization with some travel.

What you will do

  • Develop procurement strategy leading to project funding
  • Research and lead strategic funding sourcing initiatives
  • Identify, evaluate and manage relationships with key stakeholders
  • Conduct market research to stay current on industry trends and develop procurement opportunity forecasts
  • Review and implement a system to track federal and state procurement policies so they align with current procurement practices at Merit
  • Work with lobbyists for assistance with identifying and securing funds
  • Monitoring of overall procurement strategies with the appropriate KPI's; Collaborating with management on sales goals, planning, and forecasting
  • Global procurement/funding market research, country and industry analysis
  • Represent Merit as the subject matter expert in current and upcoming projects

Your Skills & Qualifications

  • strong skills related to stakeholder management
  • 2+ years experience in strategic funding procurement with private and public sector agencies; Must have demonstrated success securing project funding with state or federal government agencies
  • Strong understanding of the funding procurement process in the SaaS industry
  • Strong analytical skills with the ability to analyze complex data
  • Excellent written and oral communication skills
  • Excellent computer knowledge, including both Microsoft Office and Google Workspace
  • Ability to effectively organize, multitask, and work in a fast-paced, deadline driven work environment
  • Ability to communicate in a proactive and solution-focused manner, including keeping management aware of potential issues
  • Ability to work independently or as an active member of a team
  • Able to professionally and confidently communicate with C-Level Executives
  • Experience with lead generation and project management
