Job Title

Senior Advisor , Director / VP - Government Contracting

We are looking for a seasoned professional experienced in the navigation of government procurement requirements to support the entire sales cycle from the start of a sales engagement (RFP or otherwise) to the completion of a signed contract and the establishment of an ongoing monitoring and contractual compliance program. Governments include Federal, State, Territory, City based government departments & other agencies.

Profile & Experience

The seasoned professional may or may not be a lawyer.
The core skills & experience sought is to navigate the landscape of government procurement requirements. These can be contained both in an issued RFP and outside the issued RFP. Procurement requirements that reside outside an issued RFP could include and stem from: Federal; State; City; Departmental; Agency or sector specific policies, procurement laws & regulations.
Governments include Federal, State, Territory, City based government departments & other agencies.
A seasoned professional with this experience in multiple countries is preferred.
A seasoned lawyer with the relevant experience and also has experience in contract negotiation is a plus but not necessary.
Ability to exercise discretion and independent judgment in the performance of duties


The Role

A key objective is to build a user-friendly repository of information/knowledge for engaging Governments as customers - a "Center of Excellence for Government Contracting". Users includes the Sales team and lawyers supporting markets/Sales teams.
The initial geographical scope is a list of priority markets in Asia Pacific, Europe, Latin America and Middle East & Africa. North America is excluded.
The successful candidate will join his/her North America counterpart to build this Center of Excellence.
Experience in building a Center of Excellence is an advantage but not mandatory.
The role requires someone with good communication skills who works well with the diverse range of people across the organization both in geography and function.
Managing the government contracting lifecycle from RFP through contract and management of obligations post-contract.
Effectively communicating contractual flow downs for inclusion into subcontracts as a back-to-back arrangement.
Coordinating across various business units and colleagues within Mastercard engaged with governments to ensure a consistent streamlined process.
Providing analysis of solicitations, assurance that bid/proposals are prepared and presented in a manner so as to afford Mastercard the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk, support independent proposal reviews.
Good ability to perform cross-functional and cross jurisdictional business environments.
Ability to exercise discretion and independent judgment in the performance of duties.
Team player that exhibits a sense of urgency and thought leadership.

The successful candidate will be a member of a highly skilled global team supporting Mastercard's strategic relationships with governments and other state owned entities across its international markets division. This full-time role reports into the General Counsel, International Markets.
