Proposal Analyst Sr. Staff

Lockheed Martin is seeking a Proposal Analysis Sr. Staff member for a position in the Central Estimating organization in Grand Prairie, TX. Primary duties include:

Maintenance of the Estimating System

Review proposals for adequacy

Training and mentoring estimators on program

Works with Proposal Management and Contracts to prepare proposal schedules and bid strategies.

Supports EPP activities by utilizing proposal data to build charts and present data to Management.

Supports post-Proposal submittal activities such as Government Proposal Kickoff meetings, Audits, and Negotiations.

Will also be able to research and use historical data to help justify proposal data as well as complete other analyses requested by internal and external customers.

Demonstrates and communicates a thorough understanding of the current regulatory environment relative to the submission of cost proposals to the Government (FAR, DFARS, TINA, CASB).

Demonstrates a thorough understanding of the Lockheed Martin Estimating System.

Performs thorough audits of cost proposals using internal checklist, and collects metrics for same.

Analyzes BOEs and BOMs to ensure reasonableness and adequate rationale.

Supports DCAA proposal audits and all Requests for Information (RFI) for multiple DCAA offices, and collects metrics for same.

Performs walk through of cost proposals for DCAA and facilitates meetings.

Researches and analyzes historical data and cost models as it relates to proposal compliance.

Travels as required to support proposal audits.

Participates in creation of Estimating and Pricing Training Material.

Basic Qualifications
12-15 years' experience in estimating and considered a subject matter expert

Ability to obtain a security clearance

Able to independently develop proposal strategies

Self-motivated with strong background in business, finance or related field with experience in preparing proposals in accordance with FAR, DFARS and a DOD environment

Must have excellent communication and organizational skills

Excellent quantitative, strategic and analytical skills

Analytical with strong problem solving and math skills.

Proficiency in Microsoft Office (i.e., Excel, PowerPoint, Word).

Experience with Government Cost Proposals.

Ability to interface well with outside customers (DCAA/DCMA) as well as internal customers (Finance, Contracts, Program Managers, Proposal Managers) and Senior Management.

Desired skills
Possession of effective analytical, leadership and collaborative skills in a U.S. Government proposal / negotiation environment

An understanding of MFC's Estimating System Disclosure, Estimating Desk References and Cost Accounting Standards Board (CASB) Disclosures

Experience with EFS BOE module and above average desktop skills

Experience developing cost proposals and providing negotiations support.

Working knowledge of MFC Estimating and Pricing tools.
