Proposal Analyst

Lockheed Martin is seeking a Sr. Proposal Analyst / Materials Liaison for a position in Grand Prairie, TX to support the development and planning of Finance Contract Proposal Authorizations and the development of sales forecasts as it relates to cost incurred. Duties include:

Coordinates the cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.

Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Able to research and analyze historical data.

Works with subcontract management to ensure compliant responses from the supply chain in a timely manner to support a current, accurate, and complete proposal to the customer.

Supports finance with accurate projections of invoice payments in support of sales objectives. Participates in should-cost and pricing reviews with management and customer representatives.

Participates as a member of the contract negotiating team and supports audits as necessary.

Basic Qualifications
An understanding of the application of supplier proposal data, including cost, technical, and schedule data is required

A thorough understanding of the development of an indentured bill-of-material, cost applications, and estimating principles is also require

An understanding of FAR Part 15 and the Truth in Negotiation Act (TINA) requirements as in relates to current cost and pricing data is also expected

An understanding of the requirements of a compliant proposal as defined by Federal Acquisition Regulations is required

Experience with MS Office is an additional requirement of the position

Desired skills
Strong interpersonal skills and the ability to convey complex technical concepts to others are desired

The ability to interface with and present information to company executives is expected

Advanced presentation skills and the ability to work directly with the government customer is also a preferred skill

Possess strong analytical skills and an appreciation for detail
