Military Oprtns Analyst /Plans and Policy Development/ Active Clearance / Alexandria VA

• Understands, recommends revision, and captures operational requirements and implications based on current policies, plans, and assessments related to the Threats described in the National Defense Strategy and other related authorities. Makes recommendations for changes or the requirement for new policies or authorities
• Provides G5, staff, CDR, and any designated JTFs in planning and preparation of Army and Joint plans, orders, and associated estimates. Conducts geopolitical level military analysis to assist the command in plans preparation, interpretation, resourcing, dissemination, recommendations on national/strategic policy documents to ensure compliance with USG, DoD, and CJCS plans, directives, and instructions
• Assist with the development, oversight, management, and implementation of operational aspects of ongoing emerging projects and serve as the liaison between operational staffs, interagency representatives, commercial and academic stakeholders, and organizational management teams.
• Initiate and foster relationships with counterparts in other government agencies, business sector and academia.
• • Have a deep background and deep working knowledge of intelligence and special operations programs and stakeholders.
• Coordinate with interagency organizations in order to collaborate regarding use of authorities, current and future tactics, techniques and procedures
• Develop and manage an outreach network across the interagency, intelligence communities, business and academic stakeholders that enable planning in support of IC, IA, and military operations
• Maintain a high level of knowledge on strategic threats, planning documents, their associated capabilities combined with innovation and emerging technologies, vulnerabilities, and utilization potential in support of government activities.

• Prepare, update, maintain and present program and project briefings using a standard government approved format.
• Work with government, business, and academic counterparts in preparation, coordination, and staffing a wide variety of operational and administrative communications.
• Travel CONUS up to 10% in support of information gathering, requirements assessment and coordination of operational and logistical planning.

Additional Duties as required:
• Provides support to the institutional requirements process, analysis, and guidance to the unit's POM and Strategic Planning Process.
• Assist in assessing progress against the requirements, identify issues and /or problems and recommend specific actions in order to resolve identified issues.

Basic Qualifications
3 years’ experience with applying MDMP and JOPP to translating staff estimates into completed OPLANS, CONPLANS, OPORDS, DEPORDS, EXORDS, FRAGOS, and Functional Plans

Knowledge of the relationship of Army and Joint planning processes to the broader DoD processes.

Be able to possess and maintain a Top Secret with Sensitive Compartmented Information (TS/SCI) access

Desired skills
Knowledge of the Army Program of Memorandum (POM), Total Army Analysis (TAA), and Programming, Planning, Budget, and Execution (PPBE) processes.

Knowledge of the Army or DoD Cyberspace Operations Enterprise.

Knowledge of the USSTRATCOM, USCYBERCOM, HQDA, and Joint Staff processes and procedures.
