Financial Analyst Staff/ PPBE / Clearance Needed
Position will assist with the Programming, Planning, Budget and Execution (PPBE) with primary responsibility of assisting customer leadership in developing and identifying near and long range plans for PPBE.
Individual will serve as the POM Budget Data Manager supporting USG personnel in updating and maintaining a database containing POM budget data and other media. Must possess sufficient POM budget management and database expertise to update and maintain the POM database by performing the day-to-day tasks of data entry and quality control.
Individual will be responsible for maintaining and updating the internal POM audit trail.
Performs lead analysis of budget performance and makes recommendations to achieve obligation rates within established thresholds.
Individual will be responsible for entering all budget data into the POM database through the use of approved quality control measures in order to ensure the accuracy of the resulting POM database.
Individual will interact with internal Subject Matter Experts (SMEs) to ensure relevant data to both the POM database and POM audit trail are inputted in a timely manner.
Individual will interact with external organizations to ensure that customer's budget data transferred externally is accurate and relevant.
Individual will interact with internal SMEs to ensure relevant data to the Budget Estimate Submission (BES) are inputted in a timely manner.
Performs budget formulation work involving preparation of detailed analyses and estimate of annual funding needs for assigned programs.
Compiles, maintains and analyzes database information systems to prepare and present data pertaining to budget status/execution and financial status reporting as needed.
Ensures staff principals and other key leaders are appropriately and actively engaged with Service Contract Approval RequWork with staff aest (SCAR) Program review and reporting process.
Assist customer with monitoring and execution of SCAR program in order to provide leadership at all levels with visibility of service contract requirements, contract manpower equivalents (CMEs), equipment and funding for service contracts.
Evaluate progress toward goals and objectives; assists management in establishing and evaluating initiatives to achieve an effective program execution plan.
Works independently with ability to interface with outside agencies and Higher Headquarters.
Must have solid foundation of knowledge and experience in the PPBE process.
Experience in developing and managing budgets to ensure adequate funding is available for current and future projects
Understanding of the DoD requirements development process.
Excellent written and verbal communications skills
Proficient in use of Microsoft Office Suite
Adjudicated access for Sensitive Compartmented Information (SCI)
Customer service oriented.
