Subcontract Manager - Level 4

Description:Candidate will be responsible for performing a variety of procurement/subcontract related activities related to major subcontracts and complex/critical procurements supporting of the classified Franchise program suite under the Undersea Warfare (USW) business portfolio located in Manassas, VA. Due to the classified nature, candidate will be required to be 100% on-site in Manassas, VA.

Primary job responsibilities will be managing and administrating numerous subcontracts in various stages from proposal through execution and close out. Holds procurement delegation and signs supplier agreements and purchase orders within established authority. Will be responsible for all subcontractor and procurement activities on the program. These activities would include, analyzing prime RFPs to determine proposal requirements as they relate to suppliers and ensure proper prime flow downs, working with the program team to develop Statements of Work and requirements, issuing and executing PIAs/NDAs with subcontractors, attending proposal and performance meetings, coordinating subcontractor data calls, coordinating and completing fact finding, cost and price analysis, and negotiations. Work with Material Cost Estimating (MCE) to ensure pricing of program Bills of Materials (BOM) are completed in support of proposal pricing and executive reviews. Work closely with the program management team to coordinate requirements releases, execute placements of subcontracts, and track the completion of subcontractor tasks, milestones, and processing of payments. Detailed financial tracking required for hours, funding, and actuals of subcontractors.

Basic Qualifications:
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 6 years of professional experience; or 5 years of professional experience with a related Masters degree. Previous experience working with CPFF LOE, CPFF Completion and T&M large subcontracts and/or complex procurements. Working knowledge of government terms and conditions, FAR/DFAR. Strong leadership qualities, sense of urgency, and ownership. Strong interpersonal skills to build effective relationships, written/oral skills, purchasing experience, resourceful, ability to multi-task, and customer oriented. Proactive engagement and communication with management and across the program team. Drive closure of actions in other functions required to complete sourcing tasks or for the subcontractor to meet contract commitments. Requires excellent organizational skills, problem solving skills, multitasking, the ability to interface with suppliers, internal customers, and external customers, and an active Secret clearance.
Desired Skills:
Experience with LM Procure 2 Pay (P2P) and LM Acquisition Procedures (LMAP). Ability to decompose and analyze supplier proposals. Capable of developing procurement and negotiation strategies, summarizing and presenting to management. Experience in supporting proposals.
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
