Quality Program Manager (QPM) for Small Combatants and Ship Systems (SCSS) programs. This individual will be responsible for leading the Littoral Combat Ship (LCS) Programs. The QPT is led by the QPM and consists of a lead from product quality, software quality, supplier quality, and operating excellence. The QPM will lead this team through proposal efforts, program startup, and program execution. The LCS area contains a wide range of programs that the QPT will support including domestic and international. The QPM will be the lead Quality and Mission Success interface with the LCS Program Manager and all of the supporting Proposal Managers and Program Managers.
In addition to leading the LCS QPT, Key responsibilities include:
•Overall responsibility for implementation and execution of the quality management system.
•Perform Contract Review to identify contract quality requirements and generating and ensuring implementation of a Quality Assurance Plan (QAP) on the program consistent with those requirements.
•Partner with Program Management and IPT to provide proactive issue identification, causal analysis, mitigation, and preventive action.
•Work closely with program team to continually assess program performance indicators and execute applicable "return to green" actions and plans.
•Identify risks and proactively work with the program team to document risks and help to develop and ensure mitigation plans are in place and being tracked.
•Perform Program Excellence Lead duties as required such as, maintaining the Program Excellence Plan, working to identify Operating Excellence applications, and ensuring that program risks and opportunities are linked to execution of the associated program excellence plan (PEP).
•Use your ability to interface with Program leadership to represent the RMS Quality functional organization at program reviews, program staff meetings, etc.
•Establish and maintain Quality metrics that are utilized by the program team to monitor performance.
•Continually evaluate health of program through independent structured assessment of program performance. Identify recurring issues, drive root cause analysis, and corrective actions as required.
•Communicate and escalate quality, customer satisfaction and program performance issues to the program team, functional / program managers and business leaders as necessary for timely resolution.
•Ensure realistic QA budgets and staffing are established for the Quality Program Team and cost commitments are met. Perform Cost Account Management (CAM) duties for assigned cost accounts.
•Plan and oversee program audits.
Experienced leadership in various Quality, Operations, and/or Program Management positions with increasing responsibility.
Knowledge of DOD contract requirements and/or American Bureau of Shipping (ABS) Naval Vessel Rules and High Speed Naval Craft Rules.
Demonstrated ability to make critical decisions, set priorities and provide succinct direction in a dynamic business environment.
Strong skills in problem resolution, identification of non-conformances.
Demonstrated track record of working with multiple customers and forming strong internal and external customer relationships.
Experience building a strong team of direct or matrixed employees with a demonstrated ability to drive process improvement and drive change.
Familiarity with inspection of mechanical and electromechanical product.
Familiarity with presentation of product to the customer for government source inspection (GSI).
Must have the ability to review manufacturing process travelers to ensure processes are appropriate and apply proper inspection/acceptance criteria.
Experience dealing with Supervision of Shipbuilding (SupSHIP) Bath, Maine, American Bureau of Shipping, DOD or related customer experience highly desired. Shipyard construction highly desired. DOD experience. NBPI/NACE knowledge/certification. NDT VT Level II or III knowledge/certification.
Mechanical and Electrical aptitude as related to quality inspection techniques.
Experience with source inspection and surveillance activities at suppliers/subcontractors.
Understanding of productions processes such as soldering, mechanical assembly, welding, painting, integration and test, etc.
Paint Inspection Certification (NACE, NBPI, ...).
Experience in implementing and maintaining AS9100-certified Quality Management Systems and ability to audit.
Experience using multiple tools including SAP, Windchill, Tableau, P2P.
Experience in process improvement methodologies such as Lean and/or Six Sigma (Green Belt or Black Belt) for the purpose of reducing waste and variation and root cause analysis.
