Proposal Analyst Associate
Description:As a member of the Estimating and Pricing organization, this individual will be responsible for developing, analyzing, reviewing, and obtaining approval of Engineering, Manufacturing, Material or Sustainment estimates for the Program. These activities will include analyzing program requirements, coordinating and preparing labor, material, and/or sustainment bases of estimates (BOEs) and supporting internal proposal reviews, customer audit/fact-findings, and negotiations. The individual will work closely with various Value Stream Team personnel to develop BOEs with substantive task descriptions and sound bases of estimates that meet established proposal quality standards. The job requires extensive coordination with the program and functional Engineering, Manufacturing, Supply Chain Management, Accounting and Finance organizations. Other tasks and responsibilities may include developing Cost Estimating Relationships (CERs) that are based on auditable/repeatable data and can be used as a reliable predictor of tasks to be performed, identifying comparative historical data that can be used as a valid basis of estimate, and developing material pricing instructions and costs for detailed bills of materials. Also requires interfacing with the Program Office, DCMA and DCAA; presenting estimate data to management; and performing special assignments when required.
Must be a US citizen. This position is located at a facility that requires special access.
Bachelor's degree in Finance, Accounting, Industrial Engineering, Industrial Distribution, or Mathematics.
Experience with Microsoft Office tools, especially Excel spreadsheets.
Excellent written, oral, and task coordination skills.
