Regional Service Manager, (Virginia, Maryland & Washington D.C. region)

Overview

Under the direction of the VP of Service Operations, the Regional Service Manager (RSM) is responsible for maintaining and preserving a portfolio of a minimum of 8 real estate assets. To provide the best service possible to the client, (the property managers, residents, and owners) in a way which maximizes profits and meets annual budget projections. The RSM is responsible for developing specifications, scopes of work, bids, and standards. RSM ensures compliance of maintenance procedures for apartment turnovers, safety, inventory control, preventative maintenance, and hazardous materials. RSM assists in the development of onsite service team members. The RSM will support the Area Service Managers (ASM), and Floating Senior Service Managers (FSSM) with general responsibilities, and emergency/disaster situations.

Responsibilities

Site Support:

  • Audit and evaluate turnover procedures recommending and ensuring consistency in materials, supplies, final product, vendors and cost reduction.
  • Assist properties with Ownership Requests.
  • Conduct audits and inspections of storage rooms, paint rooms, central plants, maintenance shops, mechanical rooms and inventory.
  • Conduct property safety inspections with Property/Service Managers and RPMs to help resolve safety situations, audit asbestos/lead compliance, and participate in corporate safety committee.
  • Assist with updating and maintaining the Policy and Procedure Manual specifically as it pertains to service operations.
  • Ensure compliance with safety policy and procedure manual and that all team members are using programs, systems, and protective equipment available.
  • Recommend and monitor ongoing property preventative maintenance programs.
  • Evaluate and provide guidance for the training of Service Managers and other service team members regarding turnover process, inventory control, trade skills, safety, and developing bid specifications.
  • Interview candidates for Service Manager and Service Tech positions.
  • Coach and mentor team members; and ensure team members adhere to company policies and procedures.
  • Conduct capex walks twice a year (spring and fall).
  • Assist Properties with all County, City, HUD, VHDA, and Bank inspections.

Project Management:

  • Communicate in writing anticipated capital needs and maintenance requirements for the operating budget. Assist Regional Property Manager, Property Manager and other properties in portfolio in the development of annual budget and capital improvements.
  • Develop scopes of work and assist with the collection of bids for major projects.
  • Assist Regional Property Manager with new Acquisitions on Contracts and Vendor Set ups.
  • Responsible for proper administration of contracts/projects and for obtaining all necessary permits and
  • Assist the Construction Department helping oversee Capex Projects.

Organization:

  • Interview candidates for Service Manager and Service Tech
  • Recommend vendor selection process and preferred vendor
  • Analyze existing condition at properties, providing assistance in the preparation and maintenance of a rolling 5-year capital and major project expense
  • Follow up on environmental certifications such as lead base paint, asbestos and mold renovations/repairs.

Due Diligence:

  • Assist with Due Diligence Inspections and unit

 

Training:

  • Evaluate and provide guidance for the training of Service Managers and other service team members regarding turnover process, inventory control, trade skills, safety, and developing bid specifications.
  • Assist Properties in the training of the PCM and Purchase Order process.
  • Attend and participate in monthly safety meetings that are taking place at the properties.
  • Ensure compliance with safety policy and procedure manual and that all team members are using programs, systems, and protective equipment

Qualifications

  • Must hold a High school diploma or GED
  • Must hold a CFC Universal Certification
  • Must hold a Valid Driver’s License
  • Must have a minimum of 5 years’ experience in maintenance and repair for apartment communities, with time served in a Regional Service Manager or equivalent role
  • Experience must include maintenance oversight of at least 8 separate properties
  • Proficient in word processing and Excel
  • Excellent English communication skills, both verbal and written
  • Ability to walk the grounds and apartments, ascend stairs around the property, lift 60 lbs., climb ladders over 10 feet, and perform other general physical activities such as bending, kneeling, pushing
  • Strong English written and verbal communication skills
  • Excellent knowledge of all maintenance aspects in an apartment community and ability to complete the service assessment up to the standards of a Regional Service Manager
  • Availability for after-hours emergencies as needed
