System Analyst for NC2/ NC3
The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a System Analyst.
Analyze operations, equipment, products and procedures of Nuclear Command, Control and Communications (NC2/NC3) Systems and recommend modernization solutions of those systems. Specifically, be a Subject Matter Expert (SME) for Strategic Communications tasks.
Duties (Listed in order of importance with the estimated amount of time spent at each task):
1. Research and understand current issues with respect to NC2/NC3 equipment, operations, products and procedures. Determine solutions/modernizations to issues in the NC2/NC3 systems that are identified as a result of the study (30%)
2. Assist project manager and database developers in architecting and expanding existing analysis infrastructure. (30%)
3. Test and validate current NC2/NC3 systems and programs and future potential solutions. (30%)
4. Interact with sponsors regarding project tasks. (10%)

B.S. degree, Computer Science, Computer Engineering, Electrical Engineering, or related field of study with 4 to 7 years of experience in Nuclear Command and Control Communications. Experience with strategic communications systems, operational procedures, and database development. Active TS clearance.
M.S. degree in Computer Science, Computer Engineering, Electrical Engineering or related field of study. 8-10 years of experience in NC2/NC3 and applied knowledge of strategic communications systems and operational procedures. Proven service-level leadership capability, excellent technical writing and briefing skills. Ability to do independent technical work.
Special Working Conditions: Limited amount of travel required. Work in closed area required.
Security: Applicant selected will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
