Senior Cyber Systems Engineer


The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Senior Cyber Systems Engineer.

Job Summary:

Provide thought leadership and effectively apply systems engineering expertise towards enhancing our Nation’s cyber-related mission operations capabilities, within the very high-paced environment of on-going operations with existing systems involving numerous Government organizations and support contractors.

Duties (Listed in order of importance with the estimated amount of time spent at each task):

1. Lead and/or perform critical systems engineering tasks, by providing systems engineering support across the life-cycle of cyber mission systems, including concept exploration, concept definition, design, development, test and evaluation, deployment, operations, and deactivation/disposal. Perform detailed system analyses and develop architectures and architectural views of current and envisioned cyber mission systems. (60%)

2. Lead, guide, and actively participate in related technical and programmatic meetings and working groups. Develop and deliver effective presentations to the Government Sponsors, contractors, and APL management to communicate and promote the appropriate way forward for the cyber mission operations tasks being supported. (20%)

3. Provide technical guidance and support to the Group Leadership for applying, maintaining, and growing the cyber mission-related systems engineering capabilities of the Group, to include staff, tools, modeling and simulation, and laboratory assets. Provide direct support to the mentoring and development of the requisite systems engineering skills of the Group staff. (10%)

4. Plan, lead, and perform basic research and development to help address known open issues related to cyber mission systems and operations. Develop and effectively promote the required research and development activities and secure necessary funding, both from APL internal and external sources. (10%)

Required Qualifications:

Graduate degree in systems or computer engineering with fifteen (15) or more years of professional experience, of which at least ten (10) years must have been in system engineering roles in the information technology and/or cyberspace operations domain supporting the Department of Defense (DoD). Significant knowledge and experience in developing / validating operational requirements and supporting architectures IAW the DoD Joint Capabilities Integration and Development System (JCIDS). Active TS clearance.

Desired Qualifications:

Related advanced degrees; plus significant cyber mission operations experience (e.g. experience relating to Cyber Mission Assurance, Cyber Situational Awareness, Cyber Network Defense, Cyber Network Accreditation, Cyber Network Operations); Active member of INCOSE (The International Council on Systems Engineering); Current or past teacher of systems engineering; Significant experience the effective application of systems engineering to agile systems development; Significant experience in the development and articulation of system architectures; Excellent communicator. Active TS/SCI with a FS poly.

Special Working Conditions: Work will largely be performed at JHU/APL in Laurel, MD. This will be coupled with frequent, short periods of time where work will be performed on-site at Government facilities in the Laurel/Ft. Meade, MD and DC Area. Periodic travel, of no more than 3 or 4 times per year, within the Continental U.S. may also be required.
