Secure Space (ICD 705) Physical Security Specialist

Introduction:

The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Secure Space (ICD 705) Physical Security Specialist.

Job Summary:

Provide oversight of the design, construction and refurbishing of the Laboratory's Sensitive Secure Areas (SSAs). Assist with facility accreditations to include, but not limited to, the completion of Fixed Facility Checklists (FFCs) and TEMPEST checklists in order to obtain and maintain government approvals for the use of these facilities (SCIFs/SAPFs). Function as part of a team of physical security, network planning, and facilities management subject matter experts executing physical security requirements as outlined in Intelligence Community Directives (ICDs), SAP Manual Vols. I-IV, and applicable regulations (including Laboratory policies). Assist the Security Services Department (SECD) space manager and Assistant Lab space manager for Special Security Areas.

Duties (Listed in order of importance with the estimated amount of time spent at each task):

  1. Work closely with the Lab's Facilities Management Department (FMD) representatives, contractors, and subcontractors to provide options/solutions regarding construction materials, design/installation techniques, and construction lifecycle issues that impact the construction of SSAs. Review architectural drawings to ensure security compliance. Coordinate with government Industrial Security Representatives and Laboratory Security Professional counterparts. Perform physical security coordination for multiple programs. (25%)

  2. Assist in the review and development of standardization and implementation of physical security plans/procedures that are applicable to all Laboratory Special Security Areas. Ensure facilities comply with contractual requirements by teaming with the CSSO, SAPCO, ISSM, CPSOs, SSRs, and Security Services Department (SECD) leadership. Ensure appropriate accreditations are maintained /updated for designated facilities and systems through coordination with applicable security professionals. (5%)

  3. Interface with Laboratory and contractor design teams to develop sketches, schematics; provide construction requirements/guidelines to design teams for secure construction. (25%)

  4. Assist physical security/CPSO/SSR teams as appropriate in the completion of annual self-inspections, including above ceiling inspections of Special Security Areas. Initiate and follow-up on the entry and tracking of Plant Facility Work Requests on Special Secure Area construction needs. (25%)

Required Qualifications:

  1. Bachelor's Degree or equivalent experience in Engineering, Business, Management or similar field.

  2. At least 3 years relevant experience in Construction Planning and Design.

  3. Knowledge of government special construction standards (i.e. Intelligence Community Directives) and other federal security directives.

  4. Ability to assist in the development and execution of physical security policy, plans and procedures.

  5. Familiarity with AutoCAD software application.

  6. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for an SSBI and access to Special Security Programs.

  7. Must also be eligible for a Polygraph examination.

  8. Preference for current SSBI and current polygraph. Eligibility requirements include US citizenship.

Desired Qualifications:

  1. Master's Degree in Engineering, Business, Management or similar field.

  2. Understanding of DoD organizational structures.

  3. Experience in the application of international building, life safety, and ADA codes.

  4. Experience working in an organization with reporting responsibilities to multiple sponsors/authorities.

  5. Expertise on the submission and tracking of work requests/work orders.

  6. In depth technical infrastructure experience supporting federal government customers and facilities. Knowledge of APL Plant Engineering Services Department planning, design, and construction policies and procedures.

  7. In depth knowledge of project and space management software tools to include MSProject, MAXIMO Work Order System, AutoCAD, and Tririga.

Special Working Conditions: A portion of time spent working in closed areas daily.

Security: TS/SSBI, SCI Eligible. Applicant selected will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
