IT Classified Systems Compliance Administrator

The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, is located midway between Baltimore and Washington, DC.

Job Summary:

Provide oversight of master security plan changes and technical compliance support for classified information system plans. Validate technical requirements submitted, create reports, policies, process and procedures to meet security and audit requirements. Lead the management of Master Systems Security Plan (MSSP) submissions and validations with system administrators and security department staff.

Duties:

  1. Information Systems (IS) Plan Oversight: (60%)
  • Lead efforts to validate, prepare and submit Information System plan changes to include new or changing technology, hardware or software updates or compliance policy changes
  • Work directly with ISSO, Operations and Compliance Supervisors and Assistant ISSO's across Lab to ensure any changes to plans meet required security requirements
  • Lead Classified Services change management meetings with operational teams and ISSM
  • Manage Security Technical Implementation Guideline (STIG) quarterly process to ensure security compliance in operations
  • Provide direction to technical staff on appropriate STIGs selections based on technology area
  • Create and provide technical plan data reports, or user information pertaining to information systems as required for audits or government requests
  • Oversee the maintenance and updating of Standard Operating Procedures (SOP). Maintain documentation necessary for audits and operations
  • Lead routine internal audits with ISSO of plan and SOP documentation in preparation for audits
  1. Classified Compliance Support (30%)
  • Manage DA process and other documentation for IS as program managers or developers quest changes
  • Management of all Plan of Action & Milestones (POA&M) documents
  • Oversee process changes as defined by ISSO, ISSM or ITSD Service Managers
  • Communicate technical procedure changes to ensure alignment with classified processing procedures and Information Technology Infrastructure Library (ITIL) processes
  • Manage tasks across operations and compliance in preparation for audits
  1. Process Improvement: (10%)
  • Assist with the development and implementation of process improvements and other projects to enhance and/or support classified services operations.
  • Assist with developing and maintaining training for users on the classified systems.
  • Work with service teams to integrate the use of available tools to increase the efficiency of requests by removing roadblocks and effectively using automation.

Required Qualifications:

  • Bachelor's degree or equivalent years of professional IT related work experience.
  • Ability to obtain DoD 8570 certification within six (6) months of employment
  • At least 6 months' experience working in a DoD Classified environment
  • Knowledge of DoD Risk Management Framework
  • Experience implementing Security Technical Implementation Guides and writing Plan of Action & Milestones (POA&M)
  • Proven ability to successfully gather technical requirements to ensure adherence to required security posture
  • Strong analytical, troubleshooting, organizational, attention to details, and problem-solving skills.
  • Ability to work in a team environment in support of shared objectives, and make sound decisions independently
  • Initiative and ability to acquire new technical skills and knowledge
  • Excellent written and verbal communications skills to document analysis and to deliver technical presentations.
  • Secret Clearance with ability to obtain interim Top Secret (SSBI) within 6 months

Desired Qualifications:

  • Experience working with SharePoint
  • Customer service skills
  • ITIL v3 Certification

Special Working Conditions:

Occasional after-hours work required to handle and/or complete critical work business needs.
