ISR Sensor Fusion and Resource Optimization Lead Engineer

Introduction: The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking an ISR Sensor Fusion and Resource Optimization Lead Engineer.

Job Summary: Lead and contribute to algorithm development, modeling, simulation, prototype software development, and performance analyses for surveillance and targeting applications and mission threads in the land, maritime, air, and space domains.


  1. ISR management, optimization, autonomy, and counter-measures: Lead and contribute to development of control, optimization, and autonomy algorithms, performance prediction models, and prototype software tools for autonomous operation, cooperative control, dynamic resource management, and optimization of ISR systems with the goals of (1) improving the performance of multi-platform sensor fusion in the land, maritime, air, and space domains; and (2) countering analogous adversary capabilities. (40%)
  2. ISR sensor exploitation and data fusion: Lead and contribute to development of ISR sensor exploitation and data fusion algorithms and prototype software tools for detection, tracking, and classification of land, maritime, air, and space targets in a variety of tactical targeting missions. Contribute to development of new signal processing, image processing, and multi-sensor data fusion techniques. (30%)
  3. ISR modeling, simulation, and performance analysis: Lead and contribute to development of physical-mathematical-statistical models, simulation tools, analyses, and assessments of new ISR architectures, concepts, and techniques for surveillance and targeting applications. (10%)
  4. Project leadership and new business development: Lead and mentor teams and individuals working in the above areas. Lead internal R&D and sponsor engagement efforts. Prepare and present briefings to internal management, internal technical, and external audiences. Lead and contribute to external and IRAD new business proposals. (20%)

Required Qualifications: Doctoral degree in Engineering, Applied Mathematics, Computer Science, or other related field. Minimum of 10 years relevant post-degree experience in industry, consulting or academia. Subject matter expertise in mathematical optimization, operations research, data fusion, statistical analysis, and estimation theory. Familiarity with data collection systems currently used by the US Military and Intelligence Community. Project management, team leadership, and business development experience. Skills developing scientific and engineering prototype software applications. Excellent inter-personal and communication skills. Active TS/SCI clearance.

Desired Qualifications:
Minimum of 15 years relevant post-degree experience in industry, consulting or academia.

Special Working Conditions: Position requires working a significant portion of the time in secure, closed areas at APL; and occasional travel to Government sites and contractor facilities (local and non-local).

Security: TS/SCI Clearance is required. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for an SSBI and access to Sensitive Compartmented Information. Preference for current SSBI. Eligibility requirements include US citizenship.
