Health Technologies, Program Manager
The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, is seeking a Health Technologies, Program Manager located midway between Baltimore and Washington, DC.
Pursue new business opportunities and manage project teams, cost, schedule, and technical requirements across a range of diverse projects focused on health diagnostics and functional restoration, including:
- Assistive robotics
- Medical imaging
- Physiological/ Biomarker sensors (Wearables)
Potential sponsor interaction includes MRMC, ONR, DARPA, CDMRP, VA, NIH, FDA, private industry, and others.
1. Create and pursue new business initiatives to support the National Health Mission Area and Systems Engineering Program Area strategies through regular interaction with existing and potential sponsors. Act as the primary sponsor interface. Develop and foster a trusted relationship with sponsor representatives (e.g., Program Managers, technical leaders, contracts personnel), and be intimately aware of sponsor needs and directions. Understand the sponsor’s funding profile and major milestones and how they are likely to change over the next few years. Educate and inform the sponsor of APL’s capabilities, as well as appropriate roles for and limitations of a UARC. Develop and execute proposals, task assignments, and related documentation to address sponsor needs and comply with APL policies and processes. (50%)
2. Build and lead a highly competent team to execute the work of the Program. Recommend candidates for, manage and mentor Project Managers and Task Leads. Coordinate Program efforts through the Project Managers to ensure on time and within budget execution of Program tasking. (15%)
3. Provide thought leadership in the application of science and engineering to health technologies and make technical contributions, as appropriate, to specific tasks within the Program. (15%)
4. Develop and maintain a vision and strategy for the Program, consistent with the Mission and Program Area strategies and objectives. Develop and maintain effective working relationships across the Laboratory. Understand the Mission Area strategy and how the Program contributes to it. Advise the Mission Area Executive and Program Area Manager in making portfolio management decisions. Contribute to the shaping, selection, and management of internal research and development (IRAD) activities in support of the Program, Program Area and Mission Area. (10%)
5. Review and approve program deliverables to ensure they meet Sponsor needs. Identify areas of risk and develop appropriate mitigation plans in coordination with sponsor requirements. Review and approve APL-generated products (presentations, reports and letters) that have an external audience. Ensure the requirements of APL’s quality policies and Environmental, Health and Safety (EHS) Program are met for all Program activities. (10%)

Bachelor’s degree in an engineering or scientific discipline. 10 years of relevant technical work experience and 5 years of team leadership and development experience. 5 years of proven business development. Solid technical background in systems engineering and/or biomedical engineering. Experience leading programs at multiple levels or experience leading complex projects with significant impact on the organization. Excellent interpersonal skills, oral and written communication skills.
MBA or MS in an engineering or scientific discipline. Solid technical background in health technologies. Experience collaborating with external healthcare subject matter experts including Johns Hopkins Medicine and others.
Security: Applicant selected will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
