Cyber Operations Expert
The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC, is seeking recognized leaders with demonstrated expertise in cyber security to contribute toward innovations in cyber operations capabilities that enable the US to shape and prevail against cyber threats.
Job Summary: Through deep knowledge of the field, a strong reputation in the community, and demonstrated strategic thinking in developing future directions, this applicant will assist in furthering two decades of cyber operations research and capability development, by providing leadership and expertise to assist over 250 engineers and scientists in developing innovations in cyber operations.
Duties (Listed in order of importance with the estimated amount of time spent at each task):
- Provide thought leadership and technical expertise in the advancement and application of mission assurance for enterprise networks and mission systems, full spectrum cyber operations, cyber vulnerability analysis, software assurance, cyber risk assessment, and big data problems such as cyber situational awareness. Lead multiple, simultaneous development projects. (40%)
- Provide technical leadership in helping the sector build a coherent vision and supporting strategies, and executing them to deliver critical contributions. (30%)
- Develop strategic alliances with key sponsors in the Defense, Intelligence and Government communities. (20%)
- Serve on national level boards to help advance national security. (10%)

B.S. or M.S. in a technical discipline such as computer science, mathematics, physics or electrical engineering, or at least 15 years of related computer or information security experience at a strategic level. Strategic thinker and leader with systems engineering experience and the ability to integrate ideas from multiple disciplines. Recognized expertise in information technology and knowledge of Intelligence Community directions. Proven track record of delivering results in developing new concepts. Commitment to ensuring national security missions. Excellent speaking and writing skills and experience in effectively communicating to both technical and non-technical audiences. Must hold or able to obtain a TS/SCI clearance with polygraph.
PhD. in a technical discipline such as computer science, mathematics, physics or electrical engineering. Ten years of experience in cyber security leadership positions, such as senior scientist or manager of cyber security group; or military/Government leadership positions in planning or execution of cyber defense/operations. Previous experience working with Intelligence Community and DoD sponsors. Experience in leading and setting direction in support of strategic planning. Previous success in creatively addressing hard, real-world problems, delivering results. Active TS/SCI clearance with a full scope polygraph.
