Job Description:
The Application Development Leader is a key leadership role within IBM Watson Health engineering team and is responsible for the planning, coordinating, and supervision of resources and processes related to the design, development, and implementation of software applications.

This is a highly technical role, and the perspective leader must possess deep and current expertise in modern software development technologies, techniques, and ecosystems.

The Application Development Leader partners closely with business leadership, operations, architecture, analytics, cloud services, and other technologies and with other business units. This individual leverages knowledge of Agile development and best practices to define the vision and strategy for development teams by driving transformation to deliver business results.

The leader is also a highly innovative and transformational leader, who continually thinks outside the box, with an entrepreneurial, can do mindset.

Essential Responsibilities:
  • Provides technology leadership and oversight on design, development and implementation of healthcare business intelligence and Artificial Intelligence software solutions.
  • Is responsible for the implementation of technologies that align with technical design standards/architecture (for integrated process, applications, data and technology), business plans and long term strategy.
  • Provides input and organizational context to major architectural designs to ensure consistency, maintainability and flexibility with respect to overall system, technical and product architecture within a domain or portfolio.
  • Analyzes highly complex system and technical issues to implement technologies that align with strategic technical direction.
  • Guides the development of applications, systems, technical and product standards based on long range plans and vision.
  • Delivers artifacts, technical alternative documents and architectural design that meet business requirements; oversees design reviews and frameworks.
  • Develops solutions to difficult technical problems encountered as part of system implementation, upgrades or support issues.
  • Contributes toward forecasts of business and IT trends to define the technical direction within a portfolio, project within a Market and/or Infrastructure organization.
  • Contributes to decisions that impact profitability and operational effectiveness.

Required Professional and Technical Expertise:
  • Minimum of 12 or more years of software development experience , with at least 5 in healthcare software development
  • Minimum of 7 or more years' experience as an architect, tech lead, or development manager roles
  • Experience managing 20 or more resources
  • Experience managing matrixed teams of at least 50 or more resources
  • 7 or more years leading complex technical integrations in large enterprise environments
  • 5 or more years practicing Agile SCRUM delivery and with emphasis on Scaled Agile Framework - SAFe
  • Proven experience and comfort level presenting technical designs and product roadmaps to IT and business stakeholders
  • Experience designing, developing, and maintaining large scale distributed systems Experience implementing architectures optimized for scalability and performance
  • Experience advising developers on technical direction, design patterns, and reuse opportunities
  • Healthcare industry experience required

Preferred Professional and Technical Expertise:
  • Champion Scaled Agile Framework (SAFe) methodologies
  • Champion of automated unit testing, test driven development, and behavior driven development practices
  • Strong understanding of advanced software development concepts such domain driven design and object-oriented design principles
  • Strong understanding of Software Oriented Architecture, Microservice, and API principles
  • Strong adaptive leadership and interpersonal skills
