Federal Procurement Policy Director

HP Inc. seeks a registered lobbyist to serve as Director, Federal Procurement Policy to develop and drive implementation of public policy objectives on behalf of HP Federal LLC (HP Federal). Manage go-to-market advocacy strategy by serving as the liaison to Members of Congress, the Administration, key federal agencies and trade associations. The position reports to the Head of U.S. Federal Government Affairs and is located in Washington, DC.

Elements of the role include:

  • Work with HP Federal LLC and other HP business units to strategize and develop the federal sales practice's policy priorities
  • Work with HP Federal leaders to show the company's differentiated offerings to federal agency leaders and policy makers
  • Help analyze proposed legislative and regulatory actions and determine the potential risk/opportunity impact on HP Federal
  • Create and activate outreach strategy by developing, fostering and strengthening HP Federal's and HP Inc.'s senior leadership team relationships with Members of Congress, the Administration and other governmental agencies
  • Grow HP Federal's brand awareness amongst policy community
  • Identify and work with trade associations, external consultants and other third parties to implement our policy priorities
  • Independently create, lead and direct complex government relations projects and programs with multiple stakeholders

Essential duties and responsibilities:

  • Strategic planning and implementation - Work with the HP Federal team to develop strategic plan to support the company's long- and short-term goals. Implement, monitor and adapt the plan as needed including clear goals and other metrics. Strong project management skills are key.
  • Policy /Legislative/Regulatory analysis - Evaluate pending legislation, policy and regulations; determine impact to HP Federal and help develop the company's response. Create documents to brief company executives on policy matters and provide guidance and recommendations to communicate positions externally.
  • Relationship Building - Foster and build positive relationships with strategically important government officials, opinion leaders, third-party agencies and other external stakeholders; influence public policy, monitor government initiatives and advocate for specific public policies to advance HP Federal's objectives. Represent the company at government forums and industry group meetings.
  • Presentation/Writing - Work with PowerPoint and other presentation software to develop dynamic presentations for senior government and industry professionals.
  • Team Player - Work within cross-functional teams and across geographies with a collaborative mind-set to serve best interests of the company.

Education and Experience Required:

  • Background in Political Science, Public Policy/Administration, Law, Business Administration or related field
  • Required minimum 6-10+ years of government relations work experience with federal or state legislation and/or regulations and U.S. federal lobbying.
  • Demonstrated expertise and success working in federal agency appropriations, government procurement processes, federal contracting, defense authorization, federal budget analysis, authorization process and/or federal agency relationship building
  • Issue management experience with demonstrated skills in risk assessment, setting priorities and negotiating among competing priorities
  • Demonstrated strategic planning, negotiation and influence management skills
  • Successful multi-tasker who is experienced working with tight deadlines and competing demands
  • Ability to translate business strategy into product/program strategy
  • Demonstrated independent thinking and a self-starter
  • Experienced business liaison capabilities; exceptional listening skills; ability to interact effectively with all levels of the organization, from senior executives to staff level
  • Skilled, polished and professional oral/written presentation and writing skills
  • Willingness to register as a federal Lobbyist
