Project Manager of Real Estate Development

Summary: The Real Estate Development Project Manager works with Real Estate Development team to implement and manage all aspects of the development of high quality affordable housing developments, from the earliest visioning stages through construction completion. The Project Manager will report to the Associate Director of Real Estate Development in Wisconsin. S/he will also work closely with the other Associate Director(s) of Real Estate Development, the Associate Director of Design and Construction, the Director of Real Estate Development, and external partners including government officials, architects, contractors and consultants. This is an ideal position for an early professional to build skills in all stages of affordable housing development.

The position is located in Milwaukee, WI and will focus on Heartland’s Wisconsin pipeline, although opportunities may also occur to contribute to projects located in other areas.

Essential Duties and Responsibilities:

  • Helps coordinate all facets of development of affordable housing.
  • Coordinates review and input from partner agencies and internal constituents such as Property/Asset Management and Finance teams at appropriate milestones and appropriately influences the development process.
  • Manages project documentation tasks as instructed by project lead, including the preparation of RFP responses, financing applications, legal due diligence processes, processing of construction draws, green building certification processes, and building documentation for successful turnover to Property Management.
  • Evaluates and helps secure zoning and other local government entitlements required for development.
  • Provides logistical and administrative support to RED Team, including managing events such as design charrettes and preparing occasional presentation materials.
  • Participates in the design process with project lead, Associate Director of Design and Construction and architect, general contractor, and other key stakeholders. Reviews and provides analysis of architectural drawings, specifications and construction cost items.
  • Supports construction administration activities as instructed by project lead, including: monitoring construction progress and quality, coordinating funder contributions, administering the development budget and coordinating contractor payments.
  • Researches best model housing development practices and makes recommendations to senior leadership team on incorporation of the same.
  • Actively participates in conferences, workshops and trainings geared toward improving the employee’s and organization’s effectiveness and quality of work.
  • Travels to project sites, which may necessitate overnight stays outside of Chicago.
  • Coordinates construction and/or other documentation for successful building turnover to Property Management.
  • Other duties may be assigned.

  • Education and/or Experience: Bachelor’s degree from four-year college or university and minimum of two years of professional experience in affordable housing development, urban planning, community development, or related field; or Master’s degree and one year of related professional experience. Preferred experience includes preparing applications for low-income housing tax credits, TIF and/or HOME funding; negotiating legal documents and contracts related to affordable housing; obtaining entitlements for real estate projects; and/or experience managing construction draw processes.
  • Language Skills: Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference.. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Computer Skills: To perform this job successfully, an individual should have advanced knowledge of Microsoft Excel, Microsoft Outlook, and Microsoft Word. Knowledge of Adobe Creative Suite (particularly InDesign) and Google Earth preferred.
  • Other Skills and Abilities: The ability to successfully manage a large number of unrelated tasks and projects simultaneously. Must possess excellent interpersonal and communication skills.
  • Driver’s License: A valid legal driver’s license is required.
  • Other Preferred Qualifications: LEED professional accreditation. Bachelor’s degree and three years of related experience or Master’s degree and two years of related professional experience preferred.
