Project Associate- Heartland Housing

Summary: The Project Associate works with the Real Estate Development team to support all aspects of the development of high quality affordable housing developments, from the earliest visioning stages through construction completion. Depending on home office location, the Development Assistant will report to the Senior Associate Director of Real Estate Development or the Director of Real Estate Development. In either case, s/he will also work closely with the other Associate Director(s) of Real Estate Development, the Associate Director of Design and Construction, and external partners including government officials, architects, contractors and consultants. This is an ideal position for an early professional to build skills in all stages of affordable and supportive housing development.

The position is located in Milwaukee, WI or Chicago and will contribute to projects in Wisconsin as well as Illinois. If located in Heartland's Chicago office, the position will require regular travel to Milwaukee, potentially including overnight stays.

Essential Duties and Responsibilities:

  • Supports all facets of the development of affordable housing.
  • Manages project documentation tasks as instructed by project lead, including the preparation financing applications, predevelopment loan applications and draw requests, legal due diligence processes, processing of construction draws, green building certification processes, and building documentation for successful turnover to Property Management.
  • Evaluates and helps secure zoning and other local government entitlements required for development.
  • Provides logistical and administrative support to Real Estate Development Team, including managing the logistics of events such as design charrettes and community meetings.
  • Assembles and produces responses to Requests for Proposals.
  • Participates in the design process with project lead, Associate Director of Design and Construction and architect, general contractor, and other key stakeholders.
  • As directed by project lead, administers third party contracts such as market study, appraisal, historic preservation and/or environmental consultants.
  • Supports construction administration activities as instructed by project lead, including: monitoring construction progress and quality, coordinating funder contributions, administering the development budget, coordinating contractor payments.
  • Creates presentations as needed by the Real Estate Development Team and Executive Director.
  • Actively participates in conferences, workshops and trainings geared toward improving the employee's and organization's effectiveness and quality of work.
  • Travels to project sites, which may necessitate overnight stays outside of Chicago.
  • Other duties as assigned.

  • Education and/or Experience: Bachelor's degree from four-year college or university and minimum of one year of professional experience, preferably in affordable housing development, urban planning, community development, or related field.
  • Language Skills: Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management.
  • Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Computer Skills: To perform this job successfully, an individual should be fluent in Microsoft Excel, Microsoft Outlook, and Microsoft Word. Knowledge of Adobe Creative Suite (particularly InDesign), Google Earth and SketchUp preferred.
  • Other Skills and Abilities: The ability to successfully manage a large number of unrelated tasks and projects simultaneously. Must possess excellent interpersonal and communication skills.
  • Driver's License: A valid legal driver's license is required.
  • Other Preferred Qualifications: Preferred experience includes a bachelor's degree and two or more years of related professional experience, or a Master's Degree in Urban Planning, Real Estate, Public Policy or a related field. Related professional experience includes preparing applications for low-income housing tax credits, TIF and/or HOME funding; and/or experience managing development budgets and construction draw processes.
