Summary : Heartland Housing is a nonprofit developer and manager of affordable and permanent supportive housing throughout the Midwest. The Compliance Manager is responsible for meeting the compliance and risk management requirements necessary for the short- and long-term affordability and sustainability of Heartland Housing, Inc.'s (HH) portfolio of properties. This position will require close collaboration with the Director of Property Management and management staff at each property. The Compliance Manager will serve as assistance to the Director of Property Management to represent HH on the Heartland Alliance Risk Management team coordinated by the agency's Chief Corporate Compliance Officer. Individual accountabilities and work volume will be established through the development of annual Success Objectives established by the Director of Property Management.

Essential Duties and Responsibilities:

Compliance Responsibilities:

  • Monitors the completion of new move-in files, lease renewals and annual income recertification, including issuing pre-approvals of income/asset, in accordance with government and lender requirements.
  • Assist Director of Property Management as liaison with government and private lenders around coordination of all asset management and compliance reporting:
  1. Ensures all compliance reporting is performed in a timely and accurate manner and maintained per records retention policies

  2. Coordinates with property management staff on all annual inspections or audits on all HH properties.

  3. Coordinates response with property management and accounting (FAS) teams for any deficiencies/findings related to property inspections or audits.
  • Coordinates with Director of Property Management and FAS on training property management staff around property and asset management policies and YARDI utilization.
  • Develops and maintains compliance manuals for existing and new properties.
  • Takes the lead (in coordination with Director of Property Management) around the development of management documents for new real estate projects (i.e. tenant selection plan, management plan, affirmative fair marketing and management agreement).
  • Supports the Director of Property Management to ensure the initial lease-up goals are achieved on new developments.
  • Coordinates effort to ensure HH consistently receives rental subsidy payments, annual rent and rent subsidy increases, and renewals of specific governmental rental subsidy contracts

Quality Responsibilities:

  • Maintains and updates the Standard Operating Procedures Manual and ensures the implementation at all properties. Coordinates with Director of Property Management around trainings for property management and compliance staff on new procedures.
  • Assists in the development and teaching of new hire orientation for HH staff in coordination with Director of Property Management, Employee Services and FAS.
  • Remains current on developments in affordable and supportive housing, in particular management practices and compliance, through independent study and through attendance at seminars and conferences.
  • Provides fair and timely evaluation of direct reports and provides ongoing support and training to staff.
  • Works with other HH and FAS staff to create and implement strategies for acquiring and/or refinancing existing properties with expiring contracts to ensure their extended affordability.
  • Through support of HH senior management team, assists in evaluation of acquisition and merger opportunities.

Risk Management Responsibilities:

  • Responsible for HH entry and monitoring of Heartland Alliance Risk Registry. Reports to appropriate staff and coordinates corrective action program as per Heartland Alliance policies. Evaluates with Director of Property Management overall risk management environment for HH.
  • Monitors in Risk Registry building code violations and corrective action programs.
  • Serves as HH liaison on any Heartland Alliance ad hoc risk management committees, including Business Continuity, Emergency Response, Risk Management and Corporate Compliance.
  • Coordinates all HH investigations and major resident/tenant grievances and lawsuits .

  • Education and/or Experience: Bachelors Degree in a field related to community development and three years related experience, or the equivalent combination of education and experience.
  • Language Skills: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
  • Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
  • Computer Skills: To perform this job successfully, an individual must have knowledge of Internet software; Spreadsheet software and Word Processing software. Preferred knowledge of YARDI;
  • Other Skills and Abilities: Ability to organize and coordinate multiple layers of compliance reporting as required by lender regulatory requirements. Preference for a working knowledge of federal, state and local funding programs rules and regulations for affordable and supportive housing development.
  • Licenses/Certification: Low Income Housing Tax Credit and Housing Occupancy Specialist or similar certification is required.
