Job Purpose: Over the next 3 years, Texas is expected to add 5 million residents, making it a high growth market for the major Health Plans. It is also one of the most competitive markets in the country. The Texas Plan Strategy and Value team was newly established to bring a disciplined approach to organizing, planning and developing our pathway to deliver high-value solutions in all our markets. This team is charged with understanding value through the lens of our stakeholders (members, customers, providers, brokers, and regulators) and developing the strategy to create net positive value for the ecosystem of stakeholders.

This team leads coordinated strategies about our markets' prices, network composition, benefit design and sales strategies. As such, we serve as the overall manager of the value stream we offer our customers, while delivering on the fiscal responsibilities of our members' premium dollars.

To deliver on these objectives, the team will be organized in three primary focus areas:

  1. Local Market Strategy - Design and implement strategies for each of the four growth-regions in Texas. These strategies will bring together the right mix of product, network and pricing to create maximum value for the stakeholders in each region. The objective of these strategies to increase revenue and margin in the short term.

  2. Long-Range Integrated Strategy - Define long-term strategy for the Texas plan to enable growth and margin improvement and position the region for sustainable competitive differentiation over the next 3-5 years. Work with the enterprise and local teams to design these solutions and bring them to market.

  3. Targeted Solution Development - Implement targeted, immediate and short-term solutions to support market and global strategies; competitive research and market value determination. Work with enterprise and local teams to design these solutions and bring them to market.

This position will be focused any one of these areas based on the candidate's background and skills. The position will be responsible for driving delivery framework, contingency planning, business results and highly complex program(s) consisting of multiple projects in support of assigned line of business strategy. Ensures integration and serves as a functional business liaison in the development and implementation of program scope, timing, and budgets as needed, based on the needs of the business. Responsible for tracking key program milestones and recommending adjustments to program leadership and team.

Required Job Qualifications:

  • 5 years of experience in roadmap development, strategic planning, product development, network management, healthcare management, pricing, business analysis, process improvement or other relevant function
  • Bachelor degree and 4 years of leadership or management experience.
  • Demonstrable leadership experience creating, analyzing and interpreting business and financial information
  • Demonstrable leadership experience in strategic planning techniques, market analysis, goal setting and financial planning
  • Strong Analytical and information synthesis skills
  • Deep experience interacting with personnel of multiple departments and at senior levels in the organization
  • Verbal and written communications skills including establishing working relationships across departments, preparing presentations to senior management, and establishing team environment.
  • Experience managing and delegating assignments across multiple complex projects successfully in a matrixed environment.
  • Negotiations skills. Analytical skills, Detail oriented.

Preferred Qualifications:

  • Experience in Market Facing role - Health insurance / healthcare industry Pricing, Product, Network, Sales / Broker
  • Top tier management consulting experience
  • Strategy development experience in a publicly-traded company environment

Job Responsibilities:

  • Primary Lead in the development of market, competitive and internal analytics. Serve as internal consultants to leadership on key initiatives and strategies. Facilitate and participate in strategy development workshops.
  • Formulate action plans to develop and implement projects. Coordinate development of initiatives across functional areas to ensure accountabilities are identified and milestones are met.
  • Provide thought leadership in the department's activities around strategic analysis and market Strategy development.
  • Lead and/or direct complex cross-divisional and enterprise-wide efforts. Provide oversight from idea to completion phase. Ensure timely and quality completion of assigned initiatives. Ensure consistency of documentation across assigned resources and efforts. Implement work modifications as needed.
  • Establish consultative working relationships with internal stakeholders to prioritize, coordinate, and complete initiatives.
  • Develop clear and compelling deliverable that present work approach and results to multiple internal/external audiences, in presentations, reports, dashboards, intranet site content, etc.
  • Assist with ideation around Texas markets and evaluate new ideas and concepts against goals, objectives and operational capabilities.
  • Interacts with department leadership and team members to understand internal processes and priorities and lead the development of area specific strategies from ideation through implementation.
  • Collaborate with market research to help coordinate Retail Market research priorities.
  • Ability to quickly learn and expand knowledge base to include, but not limited to, product lines, financial arrangements, operational activities, and system functionalities. This includes the ability to write business cases and executive summaries in addition to effectively managing budgets.
  • Strong communication skills and the ability to present information accurately and concisely both orally and in writing. Possess the ability to formulate presentations and deliver content to large and small internal and external audiences of all levels.
