This position will be based in either the Chicago or Albuquerque office.

BASIC FUNCTION:
This position is responsible for managing the day-to-day operations of Internal Operations Learning & Talent functions; managing and developing other Learning & Talent leaders, however direct reports may consist of both supervisors and non-management performance consultants; establishing, controlling, and measuring: performance objectives, metric benchmarks, and project success criteria; leading departmental strategy and planning meetings; providing high level prioritization, assignment, guidance and direction on the analysis, design, implementation and evaluation of Learning & talent programs and initiatives; managing departmental goals and ensuring that Learning & Talent work efforts and practices support Internal Operations strategic objectives; creating budget forecasts and managing overall budget adherence.

JOB REQUIREMENTS:
•Bachelor degree and 5 years of experience working on major learning and development projects impacting a significant number of employees, requiring strong organizational skills, proven written and presentation skills, and the ability to multi-task.
•4 years of leadership experience supervising a team of learning and talent professionals.
•Experience delivering business results through learning and talent based focused solutions.
•Experience managing corporate budget governance.
•Experience establishing key relationships within an organization to facilitate departmental success.
•Leadership competencies.
•Experience consulting, communication, and relationship building skills.
•Work with multiple internal and external customers, senior management, subject matter experts.
•Working knowledge of current/emerging adult learning theories.
•Working knowledge of current/emerging instructional design practices.
•Working knowledge of Learning Management Systems.
•Working knowledge of learning evaluation approaches.
•Project management skills.
•Analytical and negotiation skills.
•Performance needs analysis skills.

PREFERRED JOB REQUIREMENTS:
•Master's degree in Human Resources Development, Instructional Design, Knowledge Management, Information Sciences.
•Knowledge of Content Management, Talent Management, and or Development models and practices.
•3 years of experience in a Managed Care (MCO) environment.
•Experience managing off-site virtual teams.
•Proven experience developing on-site and off-site teams.
•Ability to travel, including overnight stays.
