Job Purpose:

Over the next 3 years, Texas is expected to add 5 million residents, making it a high growth market for the major Health Plans. It is also one of the most competitive markets in the country. The Texas Plan Strategy and Value team was newly established to bring a disciplined approach to organizing, planning and developing our pathway to deliver high-value solutions in all our markets. This team is charged with understanding value through the lens of our stakeholders (members, customers, providers, brokers, and regulators) and developing the strategy to create net positive value for the ecosystem of stakeholders.

This team leads coordinated strategies about our markets' prices, network composition, benefit design and sales strategies. As such, we serve as the overall manager of the value stream we offer our customers, while delivering on the fiscal responsibilities of our members' premium dollars.

To deliver on these objectives, the team will be organized in three primary focus areas:

Local Market Strategy - Design and implement strategies for each of the four growth-regions in Texas. These strategies will bring together the right mix of product, network and pricing to create maximum value for the stakeholders in each region. The objective of these strategies to increase revenue and margin in the short term.

Long-Range Integrated Strategy - Define long-term strategy for the Texas plan to enable growth and margin improvement and position the region for sustainable competitive differentiation over the next 3-5 years. Work with enterprise and local teams to design these solutions and bring them to market.

Targeted Solution Development - Implement targeted, immediate and short-term solutions to support market and global strategies; competitive research and market value determination. Work with enterprise and local teams to design these solutions and bring them to market

This position will be focused any one of these areas based on the candidate's background and skills. The position will be responsible for driving delivery framework, contingency planning, business results and highly complex program(s) consisting of multiple projects in support of assigned line of business strategy. Ensures integration and serves as a functional business liaison in the development and implementation of program scope, timing, and budgets as needed, based on the needs of the business. Responsible for tracking key program milestones and recommending adjustments to program leadership and team.

JOB REQUIREMENTS:

  • Bachelor degree and 7+ years of experience in health care, health insurance, or strategic consulting environment
  • Experience with strategic planning, strategy development, analytics and research
  • Experience with Emerging Markets
  • Experience leading and mentoring staff
  • Clear and concise verbal and written communication skills
  • Experience with interacting successfully with senior management and staff across multiple departments
  • Organizational skills, including ability to prioritize tasks
  • Creativity and innovation, analysis and implementation skills and experience
  • Business acumen and project/process integration skills.

PREFERRED JOB REQUIREMENTS:

  • MBA or MHA
  • Health care industry experience
  • Affordable Care Act Knowledge
  • Experience with Health Care Exchanges
