Manager EHS CapEx Projects

Basic qualifications:

The job holder will

Hold a Master Degree in Safety or Engineering discipline.

Will demonstrate at least a 8-10 years-experience in construction projects, projects' management or comparable domain.

Show experience in Environment, Health, Safety, Loss prevention requirements within projects' execution and deployment of safety strategies for complex works' execution.

Prove a technical background and show a broad knowledge in the safety-related matters.

Show experience in a cGMP environment.

Be certified as Registered Safety Advisor certification Level 1 or 2 according to Belgian regulation (not mandatory – it is a 'plus').

Be fluent in English and French (written and spoken).

For EHS matters, the job holder will be responsible to provide the support in his domain for the execution of the whole portfolio of CapEx projects in Belgium. He will then be of sufficient stature and credibility to effectively interface with and influence Projects' stakeholders as well as Engineering contractors and Service providers.

Job Purpose:

For all the matters related to Environment, Health, Safety, Sustainability and Legal Compliance, within the Belgium portfolio of medium and large-sized CapEx projects, :

Ensure that the design, construction, modification and qualification of GSK Vaccines facilities meet the EHSS and compliance projects objectives. Ensure that relevant EHSS policies, standards and methods are implemented within the projects, in compliance with GEPs, GMPs and safety codes and regulations.

Ensure performance of the works inspections and issuance of the related certificates (legal inspections reports, internal approvals) according to project's needs, EHSS standards and relevant regulations.

Provide projects support in terms of EHSS expertise (incl. EHSS ways of working, regulations, procedures, contractors' management, design reviews, construction methods, risk assessments, accident RCA, trainings, etc…) throughout the whole projects' lifecycle (from Feasibility until Hand-over and Close-out stages).

Advises and supports projects' partners to take sound decisions by evaluating immediate projects impacts as well as long-term business consequences of EHS-related decisions taken.

Ensure management of the Legal Safety Coordinator activities throughout the whole projects' lifecycle until handover and issuance of the related documentation.

Assess and monitor EHSS knowledge, competencies and capabilities of partners (Engineering Offices, Contractors and Service Providers) and provide relevant support to enhance their capabilities.

Ensure partners are adequately trained to relevant EHSS procedures and projects-specific EHSS requirements and certified for specific activities.

Ensure monitoring of EHSS performances and audit the activities.

Key Responsibilities:

Accountability

Leads activities related to EHSS matters in projects he is in charge of, from early design until handover. Ensure that projects have set in place safe systems of works and safe workplace.

Ensures that the project's design, construction, commissioning and qualification have been developed in accordance with the GSK Vaccines EHSS standards, escalates to management any deviation and proposes mitigation solutions.

Manages the processes (incl. tools and ways-of-working) to be implemented in projects ensuring that the safety of systems and facilities is reached "right first time (definition of deliverables and activities, reviews of design and protocols, site works walk downs, commissioning and qualification activities a.o.).

Animates transversal (multi-projects) Site safety meetings.

In collaboration with Procurement, performs the qualification of the partners (engineering services providers, contingent workers and contractors), assess their EHSS capabilities and monitore the EHSS performance of partners (Engineering Offices, Contractors) and manages the relationship with Safety Coordinators.

In collaboration with EHS Department, keeps up-to-date on EHSS evolutions (regulatory, external and internal standards and ways-of-working) and assess potential impacts and opportunities for the projects. Participate to EHSS SOP reviews.

Build resources plans in coordination with Projects Managers and build an empowered team by recruiting contingent workers or setting up service contracts to ensure projects delivery objectives. Manage the contingent workers and/or the service contract.

Provide relevant support during internal and external inspections and audits.

The job holder will not manage directly an operating budget, but projects he will be involved in will represent an Annual CAPEX spend of several tenths of M€.

Leadership

Lead several contingent workers or others contractors.

Train and motivate partners to ensure skill set meets current and future business demands providing EHS coaching or mentoring as required.

Coordinates interactions between CapEx Projects, other experts' team across GSK Vaccines (EHS Department, Operations, etc…) to proactively manage mutual needs of support, projects synergies and updates on EHS context.

Installs a proactive, "can do" attitude within the project and purveys a "preventive rather than corrective" mentality. Integrates and organizes the specific expertise of the project team members to deliver best services to the Customer as well as to anticipate and solve EHS problems.

Promotes the use of performance management tools within teams and projects.
