Government Affairs Manager KSA

Basic qualifications:

  • University degree in Political Science, Public Administration, Law, Public Relations or Business Administration
  • Minimum of 7 years of professional experience including experience in relevant sectors in Saudi Arabia (i.e. Government and public services, Healthcare sector, Public relations)
  • A Minimum of 5 years leadership experience is mandatory
  • Strong oral and written communication skills in English and Arabic
  • Previous experience in pharmaceutical industry
  • Experience of planning, implementing and measuring government affairs strategies and programs to support business objectives
  • Experience interacting with national, regional and international policymakers within GCC and/or MENA region
  • Deep understanding of the political, economic and social sensitivities and practices in Saudi Arabia
  • High commitment to ethical, values based management
  • Strong interpersonal, networking and influencing skills
  • Strategic thinker, strong problem solving skills.
  • Resilient, self-motivated and persistent, able to meet deadlines, be effective under pressure and manage multiple projects in parallel

Preferred qualifications:

The Role will be reporting to GCC Communications, Government Affairs and Market Access Director

Job purpose

As part of the Communication, Government Affairs & Market Access department for GSK GCC, the Government Affairs Manager for KSA plays a key role to design, develop and implement government affairs plan in Kingdom of Saudi Arabia in order to

  • Coordinate efforts working with governments officials as well as policymakers and influencers (incl. Media, academic)
  • Build company profile through targeted engagements on key strategic topics aligned to the GSK strategy and objectives
  • Support company to meet business objectives by creating policy proposals and working with government agencies

Key responsibilities:

  • Support CGA & Market Access Director to develop and execute Government Affairs strategy in Saudi Arabia
  • Design, develop and implement local strategic & tactical GA plans and campaigns to support Commercial objectives of key brands
  • Identify opportunities and manage the execution of activities to protect and enhance the reputation of GSK business and products in KSA
  • Serve as a company spokesperson on business activities in KSA along with the Country Manager and other Leadership team members
  • Build external Stakeholder Engagement & Management and GSK Image and Reputation across KSA
  • Conduct research and monitor development of policy environment in Saudi and track development within the government that could affect healthcare sector and GSK business specifically
  • Provide proactive and reactive strategic advice and counsel to the GCC LT and KSA Country manager to support development of appropriate government engagement in KSA, address key business challenges and build GA capabilities
  • Support development and dissemination of internal/external narrative for KSA
  • Build strong personal network with key policy stakeholders across KSA government, public sector, Industry and influencers
  • Drive organization of GA activities to maximize the engagement of leadership team with key external stakeholders in Saudi Arabia
  • Support identification and training of GSK Employees working in KSA and interacting with policy-makers and other government officials/agencies


  • Reporting to CGA & MA Director, this role will be responsible to manage Government Affairs in KSA and support GCC LT members (e.g. KSA Country Manager and GCC General Manager) in their interaction with government officials in KSA
  • Design, develop and implement effective government affairs action plan in KSA within agreed budget
  • Ensure that positive interaction is maintained regularly with key opinion makers and stakeholders in government and within the pharmaceutical industry
  • Promote a regulatory environment consistent with regional objectives, local regulations and GSK's global governance standards
  • Continuous monitoring and evaluation of external environment to identify potential challenges and opportunities
