Business Systems Analyst Lead

eGovernment (eGov) partners and supports the U.S. Treasury's mission to expand the use of digital transactions across the Federal Government. The group provides strategic-level leadership, industry knowledge and innovative thinking to assist with Treasury's end goal of all-electronic payments and disbursements.

This role will operationally support a variety of eGov business lines as well as hold responsibility for the oversight and execution of the eGov Incident Management program. As the lead of the Operations Support team, various tools and sources of data will be leveraged to assist in overseeing the daily responsibilities as well as identify opportunities for improving the operational excellence of all accountable programs ensuring objectives of individual team members are met. This role requires a high level of collaboration and communication across multiple sites, programs, and organizations.

Position Summary

The role supports and assists businesses to implement complex technology solutions effectively and efficiently by leading the comprehensive analysis and requirements definition and development efforts for a project or significant initiative across a variety of platforms. The role also leads the resolution of production issues and provides direction, planning, and coordination of high level assignments. Acts as a project manager, coach, and mentor for staff when needed.

Essential Accountabilities

  • Takes lead in supporting departments with developing business case justification for new or enhanced application software.

  • Develops concise business and system requirements and use cases to support new or enhanced business functionality for complex systems.

  • Ensures the developed solution meets the business requirements of local and System stakeholders as needed.

  • Provides training and documentation to the stakeholders during all phases of the SDLC/project.

  • Responsible for establishing and reporting upon quality metrics for team.

  • Provides effective and timely communication to all levels of the organization.

  • Acts as liaison between business and the Fiscal Service area and stakeholders.

  • Provides analytical support through review of various data sources, make recommendations, and prepare periodic reports, including financial and performance related reports.

  • Becomes Subject Expert Matter (SME) for product and promotes product across business programs and partners.

  • Conducts program meetings and schedules ad hoc meetings as required.

  • Acts as Project Manager or assists Program Manager with completing project documentation as required by business partners.

  • Presents periodic demonstrations of completed software to the stakeholders.

  • Coach and mentor Business Analysts.

  • Requires following somewhat defined procedures.

  • Solves complex business problems.

  • Works independently with minimal guidance.

  • Performs other duties as assigned or requested.

  • Adheres to the Banks attendance policies through regular and prompt attendance. <br></li> <br><b> Education and Experience </b> <br> <ul><li><br> Bachelors Degree with 7+ years of related work experience
  • Related work experience may include leadership experience (lead, supervisor or manager), analytical mindset, operations and incident response experience and knowledge of business object tools.

    Physical Demands and General Working Conditions

    Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees may be required to travel by car/air. May be required to work non-standard business hours or on-call assistance on an as-needed basis.
