Key Requirements

  • Must be a current, permanent FBI employee

Major Duties:

  • Serves as a key advisor and consultant to the TD management regarding the TD training programs, other FBI training programs, and promotes the FBI as a learning organization.
  • Prepares detailed reports to management and conducts studies to obtain information necessary to provide support for, and/or determine, the impact of proposed training requirements (current and planned), areas of enterprise-wide training requirements, etc.
  • Researches policies, directives, and regulations to evaluate and develop new ideas and techniques to affect more efficient and economical ways to plan and execute training programs.
  • Prepares and provides management with periodic reports, keeping management officials informed of issues or controversies that arise during studies that were not anticipated and recommends appropriate action to resolve same.
  • Ensures all TD employee training requests are processed appropriately through the VA. Receives all TD employee non-FBI sponsored training requests and provides program manager review and approve/disapproval at the division level.
  • Works with CMS Units to maintain consistency of processes and SOPs across all curriculum design, development, delivery and evaluation activities

Specialized Experience (SE):

GS 14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 13 grade level. SE is defined as follows:

  • Knowledge of Instructional System Design models to help study, design, and implement effective training programs.
  • Knowledge of the Bureau's budgetary policies to discuss and recommend specific options pertaining to the training requirements and budget.
  • Organizational and coordination skills to facilitate the divisional instructional staff and SMEs to form productive course development and delivery teams.
  • Ability to effectively plan, organize and direct several ongoing projects simultaneously.
  • Ability to perform research, utilize fact-finding techniques and analyze data in order to make sound recommendations to management concerning training programs.
  • Skill in communicating in writing to represent the division/office and programs effectively through reports, publications, and other written materials used by executives and staff at all levels.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing Unit, Administrative Unit, and the international Operations Unit of their application to apply.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
  • Employees selected for positions at the GS-14 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum of Understanding: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum of Understanding):

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month/year work began

c. Frequency worked (i.e., daily, monthly, etc.)

d. Specific duties performed
